This position is on-site based in Damascus Governorate, Syria.

Position Objective:

To provide an independent technical review of mechanical, electrical, and plumbing design deliverables produced by the design consultant for data centre facilities. The MEP Designer acts on behalf of the PMO to verify that submitted designs are technically sound, code-compliant, buildable, and fully aligned with the project brief, employer’s requirements, and applicable standards across all stages from concept through Issued for Construction and Shop Drawings.

Job Description & Responsibilities:

  • Review and technically assess MEP design submissions across all stages (concept, schematic, detailed design, Issued for Construction (IFC) and Shop Drawings) and issue structured, actionable review comments within agreed turnaround times.
  • Evaluate electrical design packages including single-line diagrams, HV/LV distribution layouts, switch gear specifications, UPS and generator sizing calculations, cable schedules, and earthing and protection coordination studies for technical accuracy and conformance with the design brief.
  • Assess mechanical design submissions including cooling load calculations, precision cooling system layouts (CRAC/CRAH, chillers, cooling towers), pipework schematics, HVAC ductwork arrangements, and equipment specifications against project requirements and industry best practice.
  • Review fire suppression, plumbing, and drainage design packages for completeness, standard compliance, and compatibility with the wider building and MEP systems.
  • Verify that submitted designs comply with the applicable Tier classification requirements (TIA-942, Uptime Institute), resilience configurations (N+1, 2N), and the power usage effectiveness (PUE) targets set out in the project brief.
  • Check MEP design coordination across disciplines, identify unresolved spatial conflicts, interface gaps between MEP sub-systems, and missing cross-discipline coordination between MEP, CSA, and ICT/ELV packages.
  • Review BIM models and coordination reports submitted by the contractor, verify that MEP systems are modelled to the required LOD, and confirm clash detection has been carried out and resolved prior to IFC issue.
  • Track the status of all open review comments, verify the adequacy of contractor responses and resubmissions, and maintain a live register of outstanding and closed technical issues.
  • Attend design review meetings, design coordination workshops, and BIM coordination sessions as the PMO’s MEP technical representative; prepare and issue meeting minutes and action trackers.
  • Support the PMO team during construction by reviewing MEP shop drawings, material submittals, method statements, FAT and SAT procedures, and commissioning plans; flag deviations from the approved IFC design and raise non-conformance records as required

Qualifications &

Experience:

  • Bachelor’s degree in Electrical Engineering or Mechanical Engineering.
  • Minimum 8–12 years of experience in MEP engineering for data centers or mission-critical facilities, with a demonstrated track record in design on consultancy-side engagements.
  • Deep technical knowledge of data center MEP systems: HV/LV power distribution, UPS, precision cooling, diesel generators, BMS, fire suppression, and HVAC.
  • Strong familiarity with Tier classification standards (TIA-942, Uptime Institute), resilience design principles, and PUE benchmarking.
  • Proficiency in reviewing MEP design packages produced in AutoCAD, Revit MEP, ETAP, Dialux, or equivalent tools; ability to interrogate calculation reports and verify design assumptions.
  • Working knowledge of BIM coordination processes (Revit, Navisworks) sufficient to review federated models and assess LOD compliance.
  • Thorough knowledge of applicable standards: IEC 60364, BS 7671, NFPA 70/75, ASHRAE A2, and local authority requirements.
  • Strong written communication skills: able to produce clear, well-referenced review comment schedules and technical correspondence.
