Conduct reliability studies and recommend appropriate planning reserve margins. Develop methodologies for assessing system adequacy and security of supply to support Oman s energy transition and electricity-sector decarbonization. Assist the Director of Planning & Economics in the preparation of the seven year statements. Develop planning methodologies and analytical frameworks to support renewable energy integration, standalone battery energy storage systems, pumped hydro storage, hydrogen and other emerging low-carbon technologies.

Liaise with key stakeholders to define data requirements, coordinate data collection and ensure input assumptions are complete, consistent and fit for planning and modelling purposes. Manage and undertake day-to-day modelling activities including generation expansion planning, production cost modelling, plant operational simulation studies and fuel usage studies. Evaluate resource options for electricity and water supply, including specific supply technologies with their cost and operating parameters, and maintain associated databases necessary for resource planning.

Assess capacity contribution of conventional and renewable generation technologies. Evaluate system flexibility, operability and balancing requirements under increasing renewable energy penetration, including the role of standalone BESS, pumped hydro storage, demand‑side resources and other flexibility options. Assess risks and develop mitigation plans associated with demand and supply contingencies. Prepare project definition handover reports to initiate procurement actions. Lead the development and enhancement of generation expansion planning, production cost, resource adequacy and flexibility assessment models.

Conduct scenario analysis and evaluate the impact of policy, market and technology developments on future power and water supply requirements. Prepare effective communication of planning issues, methodologies, analytical results, and recommendations via reports, memoranda, presentations and letters. Provide technical expert oversight for planning studies undertaken internally or by consultants, including review of methodologies, assumptions, analyses and deliverables. Review and challenge consultant studies, modelling assumptions and planning methodologies.

Develop and apply models for forecasting electricity and water demand. Support the sourcing, collection, and maintenance of input data for demand models. Coordinate effectively with stakeholders in demand forecasts, such as electricity distribution and supply companies, water companies, OETC, , APSR, etc. Provide planning assumptions and analytical inputs to support forecasting of PWP budgets for water and power expenditures. Prepare forecasts of fuel requirements and fuel nominations for MEM and IGC.

Review models for forecasting electricity and water demand. Assess uncertainty and risks associated with demand forecasts and develop probabilistic forecasting approaches where appropriate.

Assist in the development of advanced forecasting tools considering up to date market developments. Provide expert advice and recommendations to management on Long‑term energy strategic planning, procurement, energy transition, energy storage deployment, electricity‑sector decarbonisation, and sector development matters. Evaluate decarbonization pathways and emerging technologies including renewable energy, energy storage, hydrogen and demand side resources and other low‑carbon flexibility soluations. Assess economic and operational implications of energy transition policies.

Support development of long‑term sector strategies and strategic planning initiatives. Conduct benchmarking of international best practices and emerging trends. Develop and maintain pricing models tailored for the Oman power and water sectors. Prepare pricing or tariff schedules for electricity and water desalination for PWP s customers as needed. Employ relevant pricing and system planning models to ensure accurate and timely determination of the prices.
