Key

Accountability
  • Enforce and monitor the effective implementation of the HSE Management System across the Bisat B Expansion Project.
  • Evaluate and monitor construction contractors' and subcontractors' HSSE performance, ensuring compliance with OQEP HSSE Policies, Standards, and Management System requirements.
  • Conduct HSSE management system audits and reviews of policies, procedures, and project documentation to ensure compliance with OQEP requirements, contractual obligations, and project HSSE plans.
  • Develop and track Corrective and Preventive Actions (CAPA) to prevent HSSE incidents and minimize risks to personnel, assets, environment, and reputation.
  • Provide HSSE technical support and guidance to improve overall project HSSE performance.
  • Support risk management activities, hazard identification, accident prevention, and environmental protection initiatives.
  • Participate in incident and accident investigations and provide recommendations for effective corrective actions and lessons learned.
  • Advise on the development and implementation of project HSSE plans, programs, and initiatives.
  • Develop and deliver HSSE training, awareness campaigns, and competency-building programs for employees and contractors.
  • Ensure the provision, suitability, and proper use of Personal Protective Equipment (PPE) in accordance with applicable regulations and company requirements.
  • Support compliance with applicable HSSE legislation, regulatory requirements, industry standards, and OQEP policies and procedures.
  • Identify opportunities to improve work methods, HSSE processes, and operational practices.
  • Support the management of HSSE contracts and ensure adequate HSSE resources are available throughout project execution.
  • Conduct audits, inspections, and field verifications to ensure compliance with codes of practice, method statements, risk assessments, legal requirements, and OQEP HSSE standards.
  • Monitor and promote the implementation of HSSE initiatives in line with business objectives.
  • Foster a strong HSSE culture through visible leadership, awareness programs, coaching, and engagement activities.
  • Actively participate in incident investigations to identify root causes and implement preventive measures.
  • Gather feedback on HSSE standards implementation and recommend improvements to procedures and practices where required.
  • Monitor field implementation of Permit to Work (PTW) systems, corrective actions, preventive checks, and other critical HSSE controls.
  • Prepare monthly HSSE reports, KPI dashboards, and trend analysis to support management decision-making.
  • Implement solutions that promote collaboration, stakeholder engagement, and continuous HSSE improvement.
  • Assist in the development, maintenance, and implementation of Site Emergency Response Procedures.
  • Participate in Crisis Management and Emergency Response training, drills, and exercises, and serve as part of the on-scene command structure during emergencies.
  • Review contractor method statements, HSSE plans, schedules, and procedures to ensure alignment with contract requirements and OQEP expectations.
  • Actively participate in, contribute to, and promote the OQEP Occupational Health, Safety, Security, and Environment culture.
  • Perform stand-by and on-call duties when required.
  • Undertake any other related duties as assigned by management.
Qualification & Experience
  • Bachelor's Degree in Occupational Health and Safety, Engineering, Environmental Science, or an equivalent discipline.
Professional Certifications
  • NEBOSH International General Certificate (IGC).
  • NEBOSH Oil & Gas Safety Certificate.
  • Certified Food Safety Level 3 (preferred).
