Role Purpose
To support regulatory compliance & internal reporting of Omantel by acquiring, analysing and maintaining all engineering parameters, producing regulatory/management reports required to achieve the required compliance for Omantel costing model & Unit P&L driven organisation or any other initiatives by the Unit. Responsible for ensuring regulatory compliance and facilitating internal reporting within Omantel through the systematic acquisition, analysis, and maintenance of all pertinent engineering parameters.
The role entails the preparation of regulatory and management reports essential for achieving compliance with Omantel’s costing model and Unit Profit & Loss (P&L) objectives, in addition to supporting various initiatives led by the unit.

- Qualification:
Bachelor's in Engineering, Telecommunications or relevant. - Any other professional certificate in the relevant field.
Minimum of 6 years of experience.
Build Network Cost Models – HCA/CCA/LRIC- Develop and continuously maintain the design and necessary templates of the fixed and mobile network costing models, encompassing in accordance with regulatory requisites.
- Control cost analysts’ tasks and assure acquiring robust information such as but not limited to ATRs, FAR, Billing, engineering data, network component, operation cost and support systems, network utilization, units, prices and other drivers in collaboration with the respective teams required to prepare Regulatory Accounts.
- Perform different analysis and validations of the engineering parameters to assure robust inputs for the HCA, CCA and LRIC model.
- Oversee technical studies vital for attributing the cost of network element utilisation to different call types within the Cost Driver Grid of the Activity Based Costing system (SAS ABM) to distribute network costs among services.
- Supervise and ensure quality in data‑gathering and regularity in maintenance of operational statistics of the financials and traffic on a monthly basis.
- Maintain controls of data sources; ensure responsibility hierarchy tracking, documentation and audit trail of model inputs.
- Quality assurance in cost modelling inputs (cost, network drivers, utilisation etc.), processes and outputs.
- Ensure execution of the cost allocations process based on the most appropriate and available drivers.
- Support maintenance, update, integration and ensure linkages of TD/BU LRIC cost models of Fixed and Mobile with relevant cost‑volume‑relationship (CVR) curves and all the supporting data of HCA/CCA models.
- Create and maintain comprehensive documentation elucidating the methodologies employed for network cost allocation, ensuring alignment with TRA requirements.
- Create and maintain detailed documentation elucidating HCA, CCA and LRIC methodologies, ensuring compliance with TRA and internal requirements.
- Support preparation and update of ASMD, Accounting Documents and Detailed Attribution Methodology (DAM) along with any other reports for submission of the Separated Regulatory Accounts, annually.
- Drive the delivery of network cost models and outcomes, providing expert network costing advice to senior management, supported by rigorous analysis.
- Analyse and prepare any other reports from the costing model that will support internal decisions.
- Effectively communicate intricate concepts and exert influence on stakeholders regarding various issues such as emerging network technologies, Omantel network topology, network elements, service usage patterns, network studies, call scenarios and routing factors.
- Support consultants and auditors for ensuring compliance projects, clarifying and meeting regulatory requirements on behalf of Omantel.
- Liaise with the Regulatory Auditor and address observations during and after the preparation and submission of the SRA to ensure audit reports are free of qualifications or emphasis points.
