To manage the implementation, optimization, and management of the Meter Data Management, HES, and Lora Network System. This role ensures the seamless flow of data from smart water meters (AMI/AMR) to billing systems

Responsibilities
  • Governance for Head End System (HES)/ Meter Data Management (MDM) platforms.
  • Manage the integration between the Head-End System (HES) and the MDMS, ensuring high data availability from the 800k+ smart meters being deployed across the Sultanate.
  • Lead the setup, configuration, and testing of third‑party Advanced Metering Infrastructure (AMI) systems to ensure seamless integration with the client’s Billing and CRM Systems.
  • Work closely with technology partners to ensure network stability and data security.
  • Lead the setup and execution, and maintain Validation, Editing, and Estimation (VEE) rules to ensure billing accuracy and minimize estimated bills.
  • Drive data quality & operational excellence – define and monitor core KPIs (data completeness, timeliness, VEE performance, platform SLAs) and work closely with Operations and Business Teams to secure stable operation at multi‑million‑meter scale.
  • Provide ongoing application support and troubleshooting throughout the implementation and post‑go‑live phases. Participate in after‑hours support rotation.
  • Monitor and maintain all required systems to ensure smooth project realization.
  • Use different tools and applications to perform tasks required for the project's success.
  • Assist in validating converted data sets for billing purposes to customer.
  • Develop dashboards for senior management tracking KPIs.
  • Facilitate regular status updates and milestone reviews to maintain transparency and accountability throughout the project lifecycle.
  • Present application usage strategies and industry best practices to utility clients, focusing on maximizing system performance and operational efficiency.
Role Specifications Qualifications and Experience
  • 7+ years in the utility sector, with at least 5 years specifically focused on MDM/AMI.
  • Advanced proficiency in writing SQL queries (MS SQL).
  • Full understanding of IoT technology:
    LoRa, LNS, payloads, HES, MDM, connectivity, gateways, Smart Meters, hardware, encryption.
  • Understanding and experience in radio communication technologies for IoT.
  • Ability to manage multiple short‑term projects in a fast‑paced environment.
  • Fluency in English.
  • Strong analytical and problem‑solving skills.
  • Excellent communication and customer engagement.
  • Experience working within the GCC utility framework is highly preferred.
  • Experience in software implementation or enterprise system configuration.
  • Strong proficiency in SQL and relational database concepts.
  • Arabic is a significant advantage for coordinating with field teams.
  • Familiarity with utility CRM and Billing systems is a plus.
  • Clear and timely communication internally and externally.
  • Looks for ways to improve the delivery process, reduce issues/rework, and improve customer satisfaction throughout the project lifecycle.
  • Collaborate with vendors and internal teams to validate data flows and system interoperability using protocols such as SFTP and Web Services.
  • AMI & IoT Infrastructure:
    Deep understanding of the communication layers (NB‑IoT, LoRaWAN) that connect smart meters in Oman to the Head‑End System (HES).
  • VEE Logic Design:
    Mastery of Validation, Editing, and Estimation. The ability to write complex rules that distinguish between a "real leak" and a "sensor malfunction" to prevent incorrect billing.
  • Data Engineering & SQL:
    Proficiency in handling Big Data. This includes managing interval data (e.g., 15‑minute readings) across millions of endpoints using SQL, Python, or R.
  • Solid understanding of the Authority for Public Services Regulation standards for billing accuracy, customer privacy, and service level agreements (SLAs).
  • Capability to identify "anomalous consumption" that signals meter tampering or bypass—critical for maintaining the utility's financial health.
  • Translating complex data into "business language" for the Manager or Director. They must be able to explain why a certain area has high losses.
