JOB PURPOSE
To manage and actively lead OIA's business applications including projects management, technology-business liaison responsibilities, IT quality assurance, and user support management in order to guarantee all applications work efficiently to help in the overall achievement of goals by OIA's business departments.
ROLES AND RESPONSIBILITIES- Contribute to the development of the Business Application Management Departmental strategy as cascaded down from the Information Management directorate’s strategy and oversee its implementation throughout the department and its operations, to ensure vertical alignment and horizontal integration with other interfacing departmental strategies across OIA.
- Manage the Business Application Management’s team of direct and indirect reports through effective recruitment, development, performance management, and succession planning, in order to maximize team performance and achieve departmental objectives.
- Manage the Business Application Management department’s daily operations by providing expertise, enabling teamwork, and aligning processes, in order to achieve high performance standards and meet established targets.
- Manage the development and consolidation of the Business Application Management departmental budget and monitor the department’s financial performance versus the budget, to ensure the exercising of financial authority within established limits and the control of sectional budget expenditure.
- Manage all the Business Application activities related to the administration and support of all business applications, including administration, maintenance, system upgrade, change management, business requirement analysis, vendor communication, and support to respond to the IT challenges that might arise.
- Initiate and lead the communication with external support companies when required to troubleshoot and fix problems/issues related to all systems that escalates and can’t be solved internally.
- Interface with the Information Management Departments and Directorates on OIA’s business requirements/goals to be able to translate them into technical specifications with solution proposals.
- Ensure and maintain the maximum availability of all systems across the primary and DR data centers’ and lead all DR test activities related to the application under his responsibilities as well as managing the deployment of the newly developed/procured systems in the production instance.
- Manage testing of new system functionalities and quality assurance of system fixes, enhancements, changes, and implementations to ensure meeting business requirements.
- Plan and manage the complete life-cycle of a project engagement including research, design, and operations for any change surrounding the delivery and implementation of Information Technology business application products and services (new/improved system capabilities and related processes, application administration, database, and reporting) and monitor the overall health and satisfaction level with OIA business applications to maintain focus on quality, enhancement, operational efficiency, and customer satisfaction.
- Manage user support and troubleshooting, system and process enhancement support and documentation, system maintenance, and user training to improve IT business applications based on users’ feedback and business requirements and ensure best practices of Business Application Management’s department.
- Manage and facilitate the development of the Business Application Staff’s knowledge, abilities, and skills to fulfill each of their job and role responsibilities more effectively.
- Provide timely feedback, guidance, and encouragement to help the team achieves better performance and goals.
- Manage the development, communication and implementation of the Business Application Management department’s policies and procedures to ensure that all relevant procedural and legislative requirements are clearly communicated and duly fulfilled.
- Manage Business Application Management departmental compliance to all relevant health, safety, and quality requirements, in order to guarantee employee safety and legislative compliance.
- Manage the Contribution to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘leading best practices’, improvement of business processes, cost reduction and productivity improvement.
Qualifications:
- Bachelor’s degree in IT, Computer Networks, Communication Networks, Computer Science or any relevant field
- Master’s degree is a plus
- Microsoft Certified Solutions Expert (MCSE)
- SharePoint Administration and Management
- SQL Server Administration and Management
- Nintex Certification for forms and workflow
- Linux OS Administration.

- Project Management Professional (PMP)
- 11 to 13 years of related work experience
