Senior Onsite Project Manager

Omantel BSS/OSS Transformation Programme

About the Role

Cerillion is delivering a major BSS/OSS transformation programme for a Tier 1 telecommunications operator in Oman, covering product management, CRM, billing, charging, order management and fulfilment, mediation, and data migration. We are seeking an experienced, hands‑on Senior Project Manager to be based onsite in Muscat, managing delivery not just within Cerillion's own work streams, but across the full ecosystem of parties contributing to the programme - including the client's own business and IT teams, Cerillion, and other third‑party delivery and technology partners.

This is a highly visible role at the centre of a complex, multi‑party delivery environment. The successful candidate will need to bring order, clarity, and momentum across teams that do not report into a single organisation - coordinating plans, resolving cross‑party dependencies, and ensuring the programme moves forward as one coherent effort.

Critically, this programme is transforming the client's business - not merely replacing its IT landscape. The Senior Project Manager must establish and embed proper project governance discipline appropriate to a transformation of this scale, ensuring that risk, change, planning, and reporting are managed with the rigour needed when business processes, organisational ways of working, and technology are all changing together.

Key Responsibilities Multi-Party Programme Coordination
  • Act as the primary onsite coordination point across all parties contributing to the programme
    - Cerillion, the client's business and IT teams, and other third‑party delivery, migration, and integration partners.
  • Own and maintain a master programme plan that reflects dependencies across all delivery parties, not solely Cerillion's own work streams.
  • Proactively identify, elevate, and resolve conflicts or misalignment arising from different parties' plans, resourcing, or priorities.
  • Facilitate joint governance forums (steering committees, working groups) that bring together all delivery partners to align priorities and jointly resolve cross‑party issues.
Delivery Management
  • Ensure successful delivery of the programme to time, specification, and budget, in accordance with the contracted scope and Project Delivery Methodology.
  • Manage all aspects of delivery including scope, budget, and plan, strictly against contract, across a highly hands‑on role spanning business analysis, development, configuration, testing, migration, and cutover activities.
  • Coordinate onsite delivery activities - including configuration, integration, testing, data migration, training, and go‑live cutover - across Cerillion and other delivery partners working in parallel.
  • Manage a successful transition from delivery into support, retaining responsibility for system stability during the initial post‑go‑live period.
Project Governance
  • Establish and embed robust project governance across the full programme, appropriate to a transformation of this scale and complexity - recognising that the client's business, not just its IT landscape, is being transformed.
  • Own and maintain a comprehensive RAID log (Risks, Assumptions, Issues, Dependencies) across all delivery parties, ensuring items are actively tracked, owned, and resolved rather than simply recorded.
  • Operate a formal Change Control process across the programme, ensuring scope changes are properly assessed, approved, and reflected in plans, budgets, and contracts before implementation - regardless of which party initiates the change.
  • Maintain a robust, realistic, and regularly updated programme plan, with clear baselines, milestones, and critical path visibility across all delivery parties.
  • Establish consistent, structured programme reporting (status, RAID, milestones, financials, decisions required) to senior stakeholders across Cerillion, the client, and other delivery partners, ensuring a single source of truth.
  • Ensure governance artefacts, decisions, and lessons learned are properly documented and retrievable, supporting audit requirements and later programme phases.
  • Facilitate steering committee and governance forums with clear, well‑prepared materials, and ensure governance discipline is followed consistently by all parties, not only Cerillion.
