Expert​/Executive - Fintech and Digital Banking

Central Bank of Oman is seeking to recruit competent, committed, self-motivated and enthusiastic candidate to work as Expert / Executive - Fintech and Digital Banking .

Responsible for providing support to Manager of Digital Banks/Banking Department (DBD) & the Directorate of Regulations in formulating policies, frameworks, and initiatives to enhance the integration of Fintech solutions, promote digital ecosystem in the financial sector.

• Formulating policies, regulations, and frameworks to govern Fintech solutions relevant to banking and innovative payment systems.
• Ensure alignment of digital initiatives with the best international standards and practices while addressing local market needs.
• Develop policies aiming to promote adoption of innovative banking solutions, including AI, machine learning, and big data analytics to enhance decision-making and financial inclusion.
• Review and assess requests from banks and non-bank financial institutions related to Digital services, outsourcing arrangements, cloud computing solutions, and provide technical and regulatory recommendations.
• Assess risks associated with adoption Fintech, including operational, technological, and cybersecurity risks and therefore develop regulatory frameworks to safeguard financial systems from emerging threats and vulnerabilities.
• Prepare studies/ researches relevant to digital transformation matters, including but not limited to digital currencies, open banking, and blockchain-based systems.
• Monitor domestic and international regulatory and market developments, including developments in digital services and Fintech, undertake benchmarking, and recommend appropriate enhancements to the CBO’s frameworks and sector-development initiatives.
• Liaise and coordinate with licensed institutions, Government agencies, domestic regulators, international organizations and standard-setting bodies on regulatory, licensing and sector-development matters, including digital services and Fintech.
• Provide support in initiatives related to regulatory sandboxes, innovation hubs, and pilot programs to test and assess the emerging technologies.
• Provide on-job training, mentorship, and technical guidance to the staff within the Directorate of Regulations to support capacity-building.

• A Graduate / Post Graduate Degree in Finance, Information Technology, Economics, Commerce and professional Qualifications/Certifications in Fintech.
• Additional professional qualifications in Banking and Finance/ Fintech from an accredited institution.
• Strong understanding of Fintech trends, Digital Banking models, and emerging technologies (e.g., AI, blockchain, APIs, CBDCs). Expertise in risk management frameworks, regulatory sandboxes, and cybersecurity practices.
• Hands-on experience in Central Banks, regulating/supervising, policy developments of financial institutions.
• 10 years of relevant experience in banking, financial technology, or digital transformation. Proven track record in implementing Fintech initiatives, developing digital policies, or managing innovative financial projects.
