Chief Technology Officer

We are partnering with a leading insurance organisation based in Muscat, Oman to appoint an experienced Chief Technical Officer (CTO) to join their Executive Management Team. This is a strategic leadership role responsible for shaping the technical direction of the company’s Non-Life insurance portfolio and driving profitable, sustainable growth.

This position offers the opportunity to work closely with the CEO and senior leadership to strengthen underwriting discipline, optimise reinsurance strategy, and ensure strong governance across all technical functions.

The Chief Technical Officer will provide strategic and operational leadership across all Non-Life / Non-Medical insurance functions
, including underwriting, pricing, portfolio management, reinsurance, and claims governance.

The successful candidate will play a critical role in ensuring pricing adequacy, underwriting profitability, and disciplined risk management while supporting the company’s long-term growth and capital efficiency objectives.

Technical & Underwriting Leadership

• Develop and implement the company’s underwriting strategy across Motor, Property, Engineering, Marine, Liability and other General Insurance lines
• Define underwriting philosophy, risk appetite and delegated authority frameworks
• Drive disciplined underwriting decisions aligned with profitability and capital objectives
• Lead product development and technical innovation in response to market trends

Portfolio & Pricing Management

• Oversee pricing frameworks and actuarial assumptions to ensure sustainable profitability
• Monitor portfolio performance including loss ratios, combined ratios, and reserve adequacy
• Lead corrective strategies for underperforming portfolios
• Strengthen data-driven underwriting and portfolio analytics

Reinsurance Strategy

• Develop and execute the company’s reinsurance strategy
• Lead negotiations with reinsurers and brokers
• Optimise treaty and facultative arrangements to protect the balance sheet
• Serve as the executive technical authority on reinsurance matters

Claims Governance

• Provide executive oversight of Non-Life claims strategy and reserving adequacy
• Manage large or complex claims exposures
• Enhance fraud detection, claims efficiency and governance standards

Risk, Governance & Regulatory Engagement

• Support Enterprise Risk Management and solvency compliance
• Provide technical insight to the Board, Risk Committee and Audit Committee
• Ensure robust underwriting policies, controls and governance frameworks

Leadership & Stakeholder Management

• Lead and develop underwriting, actuarial/pricing, reinsurance and technical claims teams
• Represent the organisation with regulators, reinsurers, auditors and strategic partners
• Collaborate closely with the COO, CFO and business leaders to drive profitable growth

Education & Professional Qualifications

• Bachelor’s degree in Insurance, Actuarial Science, Risk Management, Finance or related discipline
• Professional qualifications such as ACII, FCII, FIA or equivalent strongly preferred

Experience

• 15–20 years of experience within the insurance industry
• Senior leadership experience in underwriting, actuarial or technical insurance functions
• Strong knowledge of insurance regulatory frameworks and market dynamics
• Established industry network preferred
