Supply Chain and Customs Specialist – Localisation Project

To oversee the end-to-end management of international and local procurement, logistics, warehousing, and customs clearance for all project-related equipment and materials. The specialist ensures compliance with GCC customs laws, timely delivery of goods, and coordination with both OEMs and internal stakeholders.
Key Responsibilites-
- Manage procurement planning in alignment with OEM-provided Bills of Materials (BOM) and consumables lists.
- Lead customs clearance procedures for imported production equipment, components, and materials.
- Liaise with customs brokers, free zone authorities, and ministries to ensure all regulatory approvals are obtained.
- Ensure proper documentation (invoices, certificates of origin, HS code declarations, etc.) is prepared for import/export processes.
- Plan and coordinate transport and delivery schedules with suppliers and logistics providers.
- Monitor warehouse availability, stock levels, and reordering in line with production targets.
- Coordinate OEM approvals for BOM supplier changes and support local supplier evaluation with internal technical and quality teams.
- Track risks such as customs delays, regulatory changes, supplier capacity, or lead time disruptions.
- Maintain accurate records of supplier agreements, shipment tracking, customs documentation, and associated cost reports.
- Support the development of a local sourcing base in GCC countries in accordance with OEM standards and national industrialisation goals.
Required Qualifications and Experience
- Bachelor’s degree in Supply Chain Management, Logistics, International Trade, Engineering, or a related field
- Minimum 5 years of relevant experience, including customs management and international logistics, preferably in industrial or energy-related projects.
- Good experience in customs as a must.
- Demonstrated experience working in GCC countries with knowledge of Gulf Customs Union regulations, local HS code applications, and free zone procedures
- Experience working with licensed manufacturing or OEM-based sourcing frameworks is highly desirable
- Fluency in English;
Arabic language skills are an advantage - Familiarity with GCC Port and Customs systems Bayan and GCC single window systems.
- Knowledge of Incoterms, shipping documentation, and international freight practices
- Proficiency in ERP and logistics systems such as SAP, Oracle, or Microsoft Dynamics
- Strong coordination and negotiation skills with international vendors and freight forwarders
- Detail orientation in documentation, regulatory filings, and compliance reporting
- Experience with local supplier development and industrial localisation programs is a plus
