Overview
Job title:
Employee.
Job purpose:
To manage the procurement team and oversee the department to ensure all ADCs material and service requirements are met, within assigned budgets and business objectives, while complying with industry and ADC quality and safety standards.
- General procurement activities: ensure procurement is carried out in accordance with established policies and procedures; review purchase requests and ensure adequate scope of work, cost estimate, and budget are provided for processing the tender.
- Resource allocation: plan and allocate procurement resources by reviewing purchase requests against business plans and recommend changes to budgets or policies as the workforce evolves.
- Supplier selection: assist in issuing RFPs and facilitate tendering and evaluation processes, reviewing proposals from a cost perspective in line with ADC policies.
- Contract documentation and negotiation: help identify and formulate standard terms and conditions for different contract types to form part of tender packages; participate in negotiations with vendors/contractors per the tender process; review and approve critical documents (e.g., Technical Material Requirement, purchase orders, contract extensions, quotations) to ensure effective bid management.
- Communication and monitoring: communicate operational procedures and instructions to subordinates and monitor adherence to ensure controlled execution.
- Day-to-day activities: manage and oversee Procurement Agents, Buyers, and Specialists; assign buyers to new contracts and review large purchase orders to ensure effective processing.
- Cost saving: identify opportunities to reduce costs by improving buying patterns and supply channels; negotiate with suppliers to achieve optimum price and delivery to meet cost-saving objectives.
- Vendor/Supplier management: oversee relationships with suppliers to ensure timely delivery aligned with purchase orders; resolve supplier issues or direct them to the Procurement and Contracts team for timely resolution and strong business relationships.
- Continuous improvement: foster a culture of continuous improvement and motivate subordinates; identify opportunities to improve systems, processes, and practices, considering international best practices and cost/productivity improvements.
- Policies, systems, procedures: recommend improvements to departmental procedures and controls to ensure policy compliance while delivering quality and cost-effective service; suggest changes to Procurement Policies and Procedures to maintain effectiveness.
- Quality, health, safety, and environment: ensure compliance with relevant QHSE procedures and controls across the department to guarantee employee safety and delivery of high-quality products/services with responsible environmental practices.
- Experience &
Education:
Bachelor’s degree in business administration or engineering or an equivalent qualification. - Experience: Minimum 8 years in procurement and contracts; experience in shipbuilding, repair, or related industry is advantageous.
- Job-Specific Knowledge &
Skills:
Knowledge of procurement and contracts processes, international import/export rules and regulations, awareness of customs rules, negotiation, analytical, communication, customer service, supervisory and teamwork, and computer skills.
