Oman Tank Terminal Company (“OTTCO”) is 100% owned by OQ and has stepped up its ambition to increase its contribution of creating value for Oman by transforming the company from a project company - with the sole objective to develop the Crude Oil storage terminal in Ras Markaz - to the independent liquid bulk storage partner of Oman to support and/or provide storage services with its capabilities in design, own, operate and commercial contracting of (existing) storage infrastructure.

The Commercial Manager will play a pivotal role in driving the company’s commercial strategy by managing customer and major supplier agreements, negotiating contracts, developing pricing models, and ensuring compliance with regulatory and company standards. This role focuses on optimizing commercial performance, supporting operational excellence, and maintaining strong relationships with key stakeholders to maximize revenue and profitability.

KEY RESPONSIBILITIES:
  • Develop and implement commercial strategies aligned with OTTCO’s mandate for energy storage in Oman
  • Monitor global and regional trends in oil and green energy markets.
  • Provide insights to support investment decisions and capacity planning

Contract Negotiation & Management

  • Lead negotiations for long‑term agreements with international and local clients and suppliers.
  • Negotiate amendments and renewals to optimize commercial terms.
  • Support in the development of the commercial agreements for OTTCO’s subsidiaries’ new business.
  • Draft, review, and manage commercial contracts ensuring compliance with legal and regulatory frameworks.
  • Design competitive pricing models for storage services, blending commercial viability with regulatory requirements.
  • Conduct market benchmarking and financial analysis to optimize tariffs.
  • Monitor and manage revenue streams from existing clients.
  • Track commercial KPIs and ensure revenue targets are met.
  • Prepare periodic reports for senior management on commercial performance and forecasts.
  • Implement strategies to maximize utilization of storage assets and improve margins.
  • Identify risks in contracts, pricing, and client commitments.
  • Implement mitigation strategies and maintain risk registers
  • Ensure adherence to internal policies and external regulations

Stakeholder Engagement & cross-functional Collaboration

  • Build and maintain strong relationships with key stakeholders including government entities, energy developers, and international clients.
  • Represent OTTCO in commercial discussions, industry forums, and strategic partnerships.
  • Implement strategies to maximize utilization of storage assets and improve margins.
  • Work closely with technical, operations, and finance teams to align commercial objectives with project execution.
  • Support project development phases with commercial input on feasibility and ROI
  • Familiarization with QHSE Policies, Objectives, procedures and its record maintenance
  • Awareness on Significant environmental aspects, Health and safety hazards, related actual and potential aspects and risks associated with their risk.
  • Awareness on Emergency preparedness and response measures.
  • Awareness on implications of not conforming to the integrated managements system requirements, including not fulfilling the organization’s compliance obligations
QUALIFICATIONS, EXPERIENCE, &

SKILLS:

Background and Experience

Minimum 10 years of experience in commercial management within oil & gas, energy, or infrastructure sectors.
