Role Purpose

The Industrial Localization Lead is a technical role responsible for identifying, assessing and enabling industrial and manufacturing localization opportunities across Energy Oman and its subsidiaries. The role determines whether targeted products, equipment, materials and industrial services can be manufactured, assembled, tested, refurbished or serviced in Oman, and defines the technical capabilities required to achieve sustainable local production.

The role leads engineering and manufacturing assessments covering production processes, materials, technology, facilities, machinery, tooling, testing, quality systems, technical skills and compliance with applicable international and operator standards. It works closely with engineering, operations, quality, procurement, international manufacturers, technology providers, local manufacturers and government stakeholders to progress technically viable opportunities from initial assessment through qualification and first local production.

Key Responsibilities Technical Localization Assessment & Planning
  • Technical Localization Screening: Assess products, equipment, materials and industrial services to determine their technical suitability for localization in Oman.
  • Manufacturing Feasibility: Evaluate whether identified opportunities can be locally manufactured, assembled, tested, refurbished or serviced using existing or achievable technical capabilities.
  • Engineering Review: Review drawings, specifications, bills of materials, material requirements, operating conditions and performance criteria to define localization requirements.
  • Localization Roadmaps: Develop technical localization roadmaps outlining required capabilities, qualification stages, key risks, dependencies and milestones from concept to first local production.
  • Technical Prioritization: Provide engineering-based recommendations on the readiness, complexity, technical risk and implementation requirements of localization opportunities.
Manufacturing Process & Facility Assessment
  • Manufacturing Process Evaluation: Assess required processes including machining, fabrication, welding, forging, casting, heat treatment, coating, assembly, inspection and testing.
  • Facility Capability Assessment: Evaluate existing and proposed facilities for technical readiness, process capability, equipment suitability, capacity, layout, utilities and production controls.
  • Machinery & Tooling Requirements: Define the production machinery, tooling, fixtures, software, laboratories and testing equipment required for local manufacturing.
  • Production Readiness: Assess whether manufacturers have adequate procedures, competent personnel, maintenance systems, material controls and production planning arrangements.
  • Technical Gap Analysis: Identify gaps in infrastructure, technology, processes, equipment, workforce competence, quality systems and supporting industrial services, and recommend corrective actions.
Technology Transfer & Engineering Capability Development
  • Technology Assessment: Evaluate the suitability, maturity, scalability and local applicability of proposed manufacturing technologies and production methods.
  • Technology Transfer Evaluation: Assess the technical scope and adequacy of technology-transfer arrangements between international manufacturers, technology providers and local partners.
  • Knowledge Transfer: Ensure localization plans include meaningful transfer of engineering know-how, manufacturing procedures, process controls, technical documentation and specialist skills.
  • Local Capability Development: Support local manufacturers in developing the engineering, production, testing and maintenance capabilities required for sustainable operations.
  • Technical Partnership Support: Provide technical input into manufacturing partnerships, licensing arrangements, joint ventures and other technology collaboration models.
Quality, Standards & Technical Qualification
  • Standards Compliance: Ensure localized products, processes and facilities comply with applicable API, ASME, ISO, IEC and other relevant industry or operator standards.
