Own the end-to-end technical design of a national-scale registry platform built on a Service-Oriented Architecture (SOA). The defining challenge is designing the linkages-the services, interfaces and data exchanges that connect the platform to a wide ecosystem of government and third-party systems into a single authoritative source of citizen/beneficiary data. The role translates business and policy intent into a governed target architecture, produces C4 (L1-L3) views, Architecture Decision Records and a multi-layer reference architecture, and defines the unified data model and canonical services.
Key Responsibilities- Own the end-to-end solution architecture for the platform.
- Translate business and policy requirements into a governed target architecture.
- Produce C4 architecture views at L1-L3.
- Produce and maintain Architecture Decision Records.
- Develop the multi-layer reference architecture.
- Define the unified registry data model and canonical services.
- Design the integration and orchestration backbone.
- Define service contracts and SOA design patterns.
- Design ESB/API layers and API-management approaches.
- Define message-based and event-driven integration flows.
- Design master-data and identity-resolution approaches.
- Design complex system-to-system linkages across government, partner and third-party systems.
- Rationalise legacy estates including core applications, ERP and supporting applications into a coherent future-state architecture.
- Shape cloud, on-premise and hybrid deployment strategies aligned with regional sovereign-cloud requirements and national digital standards.
- Address non-functional requirements including security, scalability, resilience, data quality and interoperability.
- Chair architecture governance forums.
- Present and defend architecture/design decisions with senior client stakeholders.
- 10+ years of enterprise and/or solution architecture experience.
- Recent delivery experience on large public-sector or data/registry-platform programmes.
- Deep, hands-on command of Service-Oriented Architecture (SOA).
- Strong service design and service-contract experience.
- Strong ESB/integration-platform experience.
- API architecture and API-management experience.
- Event-driven and message-based architecture experience.
- Master-data and identity-resolution experience.
- Proven ability to design complex system-to-system linkages across broad partner and application landscapes.
- Proven experience rationalising legacy estates into coherent target architectures.
- Strong non-functional architecture credentials covering security, scalability, resilience, data quality and interoperability.
- Strong senior stakeholder communication and architecture-governance capability.
- Exposure to AI/ML target architectures.
- Exposure to AI governance frameworks such as NIST AI RMF and ISO/IEC 23894.
