Position Summary
The City of Muscatine is seeking a knowledgeable and compassionate Housing Counselor to assist residents with a wide range of housing‑related issues, with a significant focus on first‑time homebuyer education and assistance. This part‑time (20 hours per week) position plays a key role in supporting the City’s mission to promote safe, stable, and affordable housing for all. The Housing Counselor will provide one‑on‑one counseling, group education, and outreach services in areas such as rental assistance, credit counseling, homebuyer education, tenant‑landlord law, and fair housing.
Starting wage is $25.64 per hour with benefits including IPERS, paid vacation, sick leave, and holiday pay.
- Develop and deliver group education workshops related to home ownership, tenant rights and responsibilities, credit, budgeting, and other housing topics.
- Provide individualized housing counseling services in compliance with HUD guidelines, including but not limited to:
- Pre‑purchase/home buying assistance
- Rental counseling
- Financial literacy and budgeting
- Fair housing rights and responsibilities
- Maintain accurate and confidential client files and documentation in compliance with HUD and City policies.
- Enter data into client management systems (e.g., HUD’s Housing Counseling System (HCS)) and prepare required reports.
- Collaborate with local partners including non‑profits, lenders, landlords, and legal services to support client goals.
- Stay current with federal, state, and local housing regulations and resources.
- Participate in community outreach events and educational campaigns to promote housing stability and resources.
- Manage grant compliance and reporting as needed.
- Perform other related duties as assigned.
- HUD Housing Counselor Certification required within 6 months of hire.
- Minimum of 2 years’ experience in housing counseling, property management, finance/banking, or related work.
- Associate’s or Bachelor’s degree in Social Work, Urban Studies, Public Administration, Finance, or related field preferred.
- Strong knowledge of federal housing programs, fair housing laws, and financial coaching practices.
- Excellent interpersonal, written, and verbal communication skills.
- Strong organizational skills and attention to detail.
- Proficiency in Microsoft Office Suite and client management software.
- Ability to use various online platforms.
- Ability to work with diverse populations and maintain a high level of confidentiality.
- Bilingual skills (English/Spanish) a plus.
Physical Requirements
- Work is typically performed in an office environment with occasional community site visits.
- May require occasional evening or weekend work for workshops or outreach events.
- Must be able to sit or stand for extended periods and lift up to 25 lbs.
