This role serves as the alternate to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the supply chain management (SCM) program with the direction and opinion of this role having the same authority given to the Service Chief.

Summary

The Supervisory Supply Management Specialist
-Assistant Chief Supply Chain Officer (ACSCO) is responsible for leading and overseeing supply chain operations within the organization, aligning logistics activities with strategic objectives.

Qualifications

To qualify for this position you must meet all requirements by the closing date of this announcement. Time-In-Grade requirements apply as described below. You may qualify based on your experience and/or education as described:

  • Specialized

    Experience:

    At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, directly related to supply chain management and capable of performing the duties of a Supervisory Supply Management Specialist. Experience should include leadership or supervision of a group with varied occupations and subordinate supervisors. Areas of knowledge include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations;

    experience with budget formulation and forecasting.
  • Other requirements:
    Time-in-grade eligibility, SF-50 documentation as described in the announcement, and consideration of former Federal employees or VEOA applicants as applicable.
  • Experience may include paid work, unpaid experience, or volunteer service with relevant responsibilities and hours per week clearly indicated.

Note:

A full year of work is considered 35-40 hours per week. Part-time experience will be credited proportionally. Applicants should clearly indicate duties and weekly hours for each position.

Physical Requirements

The work is primarily sedentary but may include environment of care rounds, internal and external quality reviews, and external auditor site visits. Review areas include warehouse and supply areas requiring PPE in certain settings. May involve long periods of standing, walking, and maneuvering around moving or hazardous equipment (e.g., forklifts, pallet jacks, cart washers). Travel may be occasional. Work area is adequately lighted, heated, and ventilated.

Duties
  • Oversees, guides, manages and integrates supply chain operations across the organization
  • Plans and coordinates fiscal, acquisition, clinical and administrative operations
  • Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain
  • Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews
  • Manages all activities involved in supply chain management, including sourcing, procurement and logistics management
  • Links major business functions and processes within the organization into a cohesive and high-performing model
  • Forecasts planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution
  • Leads or participates in regular meetings to ensure logistics needs and requirements are met
  • Performs other related duties as assigned

    Monday - Friday 8:00am - 4:30pm. Telework available;
