Position Summary

Coordinates all activities involved in the location of City utilities, including domestic water, pressure irrigation, storm drain, sanitary sewer lines, fiber optic lines, traffic signal loops, and all underground City-owned utilities; performs directly related work as required. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the City Engineer, other City employees, commercial and residential property owners, builders and contractors, utility companies, and the general public.

The principal duties of this class are performed in the field at various City utility sites with exposure to a variety of weather conditions, terrains, traffic, and equipment. This position requires periods during which the employee is on call 24 hours a day, including weekends.

Essential Functions
  • Employee locates underground City utility lines in a timely and accurate manner as requested, including compiling research information for each site and physical site inspections.
  • Utilizes the City’s Geographic Information Systems (GIS) to identify the location of City utilities.
  • Utilizes the software to track and maintain records of utility locates performed.
  • Reviews and updates surveys, plans, and documents of public works construction and City infrastructure to ensure the validity of utility locations.
  • Records utility drawings and requested information for public works construction and City infrastructure.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to stay current on principles, practices, and new developments in assigned work areas.
Additional Functions
  • May perform inspection of the installation of City utility infrastructure.
  • May assist in the inspection of Right of Way Permits.
  • Management may assign or reassign duties and responsibilities at any time.
  • May perform other duties as assigned.
Required Education, Experience, & Licenses/Certifications
  • High School Graduate or General Education Degree (GED) required.
Required Knowledge, Skills & Abilities
  • Accurately read maps.
  • Use GIS with minimal training.
  • Operate appropriate locating equipment and recording equipment.
  • Communicate effectively with others, both orally and in writing, using technical and non-technical language.
  • Understand and follow oral and/or written policies, procedures, and instructions.
  • Prepare and present accurate and reliable reports containing findings and recommendations.
  • Use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
  • Perform a wide variety of duties and responsibilities with accuracy and speed under time-sensitive deadlines.
  • Learn and use new skills and knowledge quickly in response to rapidly changing information and/or technology.
  • Obtain required Operator Certificates in a reasonable timeframe if required.
  • Demonstrate integrity, ingenuity, and inventiveness in performing assigned tasks.
  • Collect technical field data through GIS and/or visual inspection.
