This recruitment is being conducted to fill one full‑time Code Compliance Officer I position for the Planning, Building & Environmental Services Department at Napa County. The eligibility established by this recruitment may also be used to fill future full‑time, part‑time, limited‑term, and extra‑help vacancies for up to one year.

The Planning, Building, and Environmental Services (PBES) department partners with the community to promote the health, safety, and sustainability of Napa County by providing a range of development services while balancing agricultural, environmental, and economic vitality. PBES is comprised of nine divisions:
Planning, Building, Engineering & Conservation, Environmental Health, Natural Resources, Code Compliance, Parks, Administrative and Technical Support. The Department is supported by an $24+ million budget and 100+ full‑time employees. Learn more about PBES HERE.

The Code Compliance Division is responsible for enforcing the State and County Codes, which include the Zoning Ordinance, and the California Building Codes pertaining to private residential and commercial properties in the unincorporated areas of Napa County. Code Compliance staff coordinates with the other Divisions in PBES as well as Public Works, the District Attorney, Sheriff, County Fire, and County Counsel.

The Code Compliance Division consists of four compliance officers, a supervisor, and a manager.

A Code Compliance Officer's primary duties are to respond to complaints of code violations, conduct in‑depth investigations for the purpose of determining violations of Napa County Code and state regulations, and establish permit requirements and a timeline for gaining compliance.

The current vacancy is within the Land Use Team. The Land Use Code Compliance Team is responsible for enforcing zoning regulations and land use requirements throughout the county. This team investigates complaints, interprets zoning ordinances, reviews use permits, and ensures compliance with local and county land development standards. Team members handle a wide range of land use issues across residential, commercial, and agricultural properties.

They collaborate closely with planning staff, legal counsel, and the public to resolve violations through education, administrative remedies, and abatement procedures. The team is led by the Land Use Compliance Lead Officer (Code Compliance Officer III), who provides technical guidance and oversees complex enforcement actions.
