Purpose of Classification
Under supervision, to learn and perform a variety of office and field engineering tasks related to drafting, construction inspection, surveying, and office research; to assist the public; and to do other work as required. As knowledge and abilities are acquired, incumbents are given increased responsibility and are expected to progress to perform a wide variety of routine to moderately difficult work in support of engineering services and may be assigned special project responsibilities.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.- Reviews preliminary drawings, driveway plans, stormwater plans, site plans, maintenance‑of‑traffic plans, or utility construction plans; determines fees and processes permits; checks calculations for grading, sewers, roadway geometries, landscaping and other improvements to assure compliance with City regulations.
- Calculates and collects fees and service charges; prepares and reviews construction estimates; monitors construction schedules.
- Reviews utility drawings, engineering reports, development plans, and other documentation for City projects; reviews rights‑of‑way dedications, utility easement documents, and other plan elements for compliance with local, state and federal standards and codes; makes recommendations for corrections and improvements.
- Assists in reviewing and inspecting water, sewer and reclaimed water mains; water services; sewer lateral connections; roadway elements; maintenance‑of‑traffic plans; utility installations; drainage structures; stormwater lines; swales; topographic features; and less complex construction work for conformance with engineering plans, specifications and City design criteria.
- Gathers information for the preparation of construction plans and specifications. Participates in survey team.
- Inputs, accesses, analyzes data and generates reports using a computer.
- Assists the public in the office and in the field by answering questions regarding City regulations, ordinances, rules, GIS maps, and the status of projects.
- Writes letters, memos, and reports; updates and revises maps; and maintains files and records.
- Knowledge of the principles of algebra, geometry, trigonometry, general science and scales of weight and measurements.
- Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, Publisher, GIS software, Tyler Munis, word processing, spreadsheet, database, presentation, Internet, e‑mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
- Knowledge of the principles, techniques and equipment used in drafting.
- Knowledge of the fundamental survey procedures and equipment.
- Knowledge of the basic physical properties of construction materials.
- Ability to apply algebra, geometry and trigonometry to engineering computations.
- Prepares documents, forms and correspondence according to established departmental policies and procedures.
- Learns to input and access data using a computer terminal.
- Establishes and maintains effective working relationships with others.
- Performs routine drafting work and prints legibly.
- Performs manual labor under all types of outdoor weather conditions.
- Reads and interprets maps, legal descriptions, sketches and blueprints.
- Maintains accurate records, files and documents.
- Calculates and determines fees and service charges and processes permits based upon City regulations and design criteria.
- Researches regulations, procedures and technical reference materials.
- Performs other related duties as required.
