Position: Planner I - GMCD - Community Planning & Resiliency

Responsibilities
  • Assist in reviewing building permit applications for compliance with FEMA Flood Insurance Rate Maps (FIRMs), Florida Building Code and Collier County Floodplain Protection Ordinance.
  • Conduct basic flood zone determinations using GIS tools, parcel data, elevation information, and FEMA mapping products.
  • Verify completeness of required documents such as Elevation Certificates, site plans, grading plans, and foundation designs.
  • Support staff in evaluating development proposals for compliance with standards including freeboard, enclosure limitations, coastal high hazard requirements (if applicable). Perform initial reviews for substantial improvement/substantial damage calculations. Assist with maintenance of databases tracking permits, variances, flood zones, and development activity.
  • Help identify properties in Special Flood Hazard Areas (SFHAs), repetitive loss areas, and areas with prior flood risk concerns.
  • Provide customer support to applicants, property owners, contractors, and developers regarding floodplain requirements, submittal processes, and needed documentation.
  • Assist senior planners and floodplain managers with special projects, compliance audits, and internal workflow improvements.
  • Participate in FEMA floodplain management courses, GIS training, and local code orientation.
  • Learn local ordinance requirements, construction basics, and floodplain terminology under supervision.
  • Contribute to annual reports, mitigation plans, or plan updates related to floodplain management.
Qualifications
  • A Bachelor’s degree is required; a degree in Urban and Regional Planning is preferred.
  • One (1) year of related experience preferred.
  • Candidates without a degree should possess four (4) years of related experience, which must include: planning and permitting, progressively responsible administrative, research, and/or paralegal experience.
  • Fingerprinting required.
Licenses/Certificates
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
  • Salary offers above the minimum of the pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident‑by‑incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
