Job Summary
Assist the Division Director in the implementation of the Collier County Public Utilities Water Division goals and objectives, and directs the daily operations of the Division, including operation and maintenance of all water utility infrastructure, including raw water well fields, the potable water distribution system, water production plants, water compliance laboratory operation and division administration.
Essential Functions- Interprets and applies County, Department and Division policies for staff and the public; formulates Water Division policies and procedures in conjunction with the Division Director and in accordance with all federal and state regulatory agencies; evaluates procedures and policies.
- Assists Division Director in the planning and directing of the activities and staff of the Water Division; directs the day-to-day Water Division operations; anticipates problems and pursues solutions; evaluates and prioritizes issues and recommends and implements strategies to meet Division goals.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Manages and directs, either personally or through subordinate supervisors, daily activities of personnel engaged in the operation and maintenance of water utility facilities and infrastructure, and administrative support; oversee assigned intern program.
- Train staff, develop work plans, and assign and monitor the progress of projects and tasks; reviews and approves work plans, reports, and procedures; sets priorities and assures timelines, performance standards and regulatory requirements are met.
- Meets regularly with staff to discuss and resolve workload and technical issues; reviews work in progress to anticipate technical and management problems; recommends changes to improve the organization’s functions and processes; provides leadership, direction, and coaching to employees, provides assistance and training in technical issues, techniques, statutory and regulatory requirements, and professional responsibilities.
- Prepares short term and long-range management plans; establishes priorities for Division activities; disseminates information and delegates assignments and special projects; collects, interprets, and summarizes Division statistics; makes decisions based on statistical information; completes regulatory production and water compliance reports.
- Formulates, develops, and implements standard operating procedures and policies; monitors implementation of divisional rules and regulations; updates divisional guidelines according to federal, state, or local regulatory requirements.
- Evaluates and determines proficiency level of section services and assigned personnel; identifies areas requiring improvement; formulates and executes action plans to correct deficiencies.
- Ensures state-of-the-art equipment and methodology is used in all areas of responsibility.
- Ensures safe and appropriate workspace for employees and associated activities in compliance with Risk Management job safety specs.
- Develop preventative maintenance programs for all water utility infrastructure to ensure best practices for the Collier County Water-Sewer District.
- Administers outside service contracts such as landscaping, well monitoring, county-wide chemicals, emergency generator repair and maintenance, and underground contractors.
- Ensures security of critical water utility infrastructure in accordance with Department of Homeland Security directives.
- Develop and present executive summaries and special project reports as required.
- Responds to questions, complaints, and requests for information/assistance from the public, commissioners, and other public officials, outside agencies, employees, supervisors, or other individuals and/or divisions.
- Establishes priorities for anticipated divisional requirements for each fiscal year; prepares and submits annual budget information; analyzes budgetary data, section requests, and recommends revisions as appropriate.
