Position: Resource Manager for NATO with security clearance
Would you like to join the leading international intergovernmental organization?

We are seeking a highly organized and analytically driven Resource Manager to serve as a critical linchpin between portfolio execution, workforce planning, and financial governance. In this multifaceted role, you will go beyond traditional resource allocation—you will be the central coordinator who ensures that people, budgets, and projects are strategically aligned to deliver mission‑critical outcomes for NIMSC.

Responsibilities

Portfolio, programme and project support

Supports coordination and facilitates data collection for Business Intake related processes: annual Demand Forecast exercise as well as Customer Request Forms (CRFs) with local stakeholders and leadership.

Provides administrative support to project boards, project assurance teams and quality review meetings.

Uses recommended portfolio, service and project control solutions for planning, scheduling, tracking of execution and delivery.

Compiles and distributes reports using NCIA dedicated reports and dashboards.

Supports accurate time accounting through direct user guidance and participation in weekly timesheet monitoring initiative.

Provides guidance on project and service management related software, procedures, processes, best practices, tools and techniques.

Resourcing

Facilitates and supports managers and teams in resourcing and recruitment activities, including onboarding.

Uses recommended tools for planning, scheduling and tracking resourcing activity.

Contributes to transitioning of resources, complying with relevant statutory or external regulations and codes of practice.

Business administration

Provides administrative support function to teams and meetings, follows up on action items if needed.

Takes an active part in team meetings and knowledge sharing sessions.

Sets up files and libraries in intranet, compiles and distributes reports.

Sets up and provides detailed guidance on software, procedures, processes, tools and techniques for administration and workplace productivity.

Budget Management

Analyzes budgets for patterns and causes of budgeting inaccuracies.

Implements the organization’s budget cycle and process.

Participates in establishing procedures for planning, implementing and monitoring budgets.

Assists in the collection and preparation of required budget information.

Works with capital budgets, operating budgets and cash budgets.

Internal Controls

Studies and evaluates the audit trails of various operational processes.

Participates in the testing, review and analysis of existing internal controls.

Re-engineers business processes for the sake of improving internal controls.

Completes, files and maintains forms used for internal control documentation.

Makes recommendations for the enhancement of certain internal controls.

Coordinates, supports and executes portfolio, budget and workforce processes within the designated area.

Ensures budget allocations and forecasts align with strategic priorities and available resources, including the development of scenario analyses to support informed decision‑making.

Facilitates direct communication between CSUs leadership and cross‑functional stakeholders to ensure alignment with NCIA processes and objectives.

Supports and provides input to tasks related with BEP and QPRs.

Supports financial governance by ensuring compliance with organizational policies and accounting standards, contributing to audit readiness, and recommending improvements to financial processes, reporting accuracy, and internal controls.

Essential Qualifications & Experience

A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years post‑related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCIA, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.

Demonstrated knowledge and experience in coordination roles within financial management, workforce management and project management in a customer‑funded environment.

Proven experience in planning, preparation, execution, and reporting related to financial management, workforce management, and project management activities.

Knowledge and experience in enterprise resource planning systems, project management processes, procedures and tools.
