The Project Utility Manager is responsible for managing the planning, coordination, design integration, relocation, and construction support activities associated with utility infrastructure impacted on large construction projects. The position will serve as the primary day-to-day point of contact for utility owners, design teams, contractors, right-of-way personnel, and project stakeholders to facilitate timely conflict resolution and utility relocation delivery.

Working on either a Design-Bid-Build or Alternative Delivery, the Project Utility Manager will oversee utility engineering and relocation activities throughout project development and construction, ensuring compliance with project agreements, utility accommodation requirements, and schedule commitments. The successful candidate will possess strong technical, project management, and relationship management skills with experience delivering utility programs on major transportation infrastructure projects. General tasks associated with this position include the following:

Essential Duties and Responsibilities

Utility Coordination and Management

  • Manage utility coordination efforts for all impacted public and private utility owners.
  • Act as the primary project liaison for electric, gas, telecommunications, fiber, water, wastewater, and pipeline utility companies.
  • Facilitate utility coordination meetings and track action items to resolution.
  • Develop and maintain strong working relationships with utility owners and project stakeholders.
  • Coordinate utility relocation requirements with project design and construction teams.

Utility Engineering and Conflict Resolution

  • Oversee utility conflict identification, assessment, and mitigation throughout design development.
  • Review design packages for utility impacts and constructability considerations.
  • Coordinate Subsurface Utility Engineering (SUE) investigations and utility verification efforts.
  • Work collaboratively with engineering teams to develop cost-effective utility conflict solutions.
  • Maintain utility conflict matrices and issue resolution logs.

Utility Relocation Program Delivery

  • Manage utility relocation schedules and ensure alignment with project milestones.
  • Monitor utility owner performance and relocation progress.
  • Coordinate sequencing of utility relocations with construction phasing plans.
  • Evaluate schedule risks and implement mitigation strategies.
  • Support development and execution of utility relocation agreements.

Construction Support

  • Provide field support during construction activities involving utility infrastructure.
  • Coordinate utility outages, cutovers, and service transfers.
  • Assist in resolving unforeseen utility conflicts encountered during construction.
  • Monitor utility relocation construction activities for compliance with project requirements.
  • Support emergency response activities associated with utility disruptions.

Schedule and Risk Management

  • Develop and maintain detailed utility tracking schedules.
  • Identify and manage utility-related risks and opportunities.
  • Participate in project risk workshops and mitigation planning efforts.
  • Provide regular utility status updates to project leadership.
  • Escalate critical issues requiring executive intervention.

Financial and Contract Management

  • Review utility cost estimates, budgets, and reimbursement requests.
  • Assist in managing utility relocation expenditures and forecasting.
  • Support change management processes associated with utility impacts.
  • Track utility-related commitments and contractual obligations.
  • Evaluate cost and schedule implications resulting from utility issues.
