Statewide TOP Manager
Oasis Center is seeking a certified TOP trainer to implement a statewide training collaborative with the TN Department of Children Services and other providers. The role involves hands‑on training, consultation, coaching, evaluation, and monitoring for fidelity to evidence‑based practices.
Essential Functions- Coordinate the provision of training in the TOP Model, youth development, engagement, and service/learning for provider agency facilitators, administrators, and Oasis staff.
- Coordinate monitoring visits, group and individual consultation, and data management.
- Ensure timely and accurate collection of data on program activities and outcomes.
- Coordinate activities related to the Jeremy Green Youth Service‑Learning Grant Fund and other service‑learning activities for assigned sites.
- Participate in regular collaborative meetings and supervision.
- Facilitate recruitment and training of service delivery staff.
- Document training and other processes in a consistent and ethical manner.
- Provide observation, facilitator coaching, and support to ensure implementation of the TOP program with fidelity.
- Provide backup to the TOP Statewide Director and other managers as needed.
- Assist with contracting facilities, ensuring reimbursement for expenses.
- Promote TOP, youth development, and service‑learning programming with TN stakeholders.
- Create plans to enhance community support for programs.
- Oversee distribution and completion of surveys and evaluation materials.
- Maintain records and assist in preparing reports to meet funding and Wyman requirements.
- Serve on intra‑agency committees when requested or significant to agency mission.
- Represent the agency and TOP through presentations and workshops.
- Assist in hiring process and orientation of new staff.
- Participate in relevant agency team and staff meetings.
- Provide backup and delegated responsibilities in the absence of the Program Director.
- Set the stage for program partners to work together cooperatively.
- Effectively communicate the goals of the TOP program to potential funders and stakeholders.
- Ability to communicate orally and in writing.
- Ability to build collaborative relationships across the state.
- Knowledge of authentic opportunities for youth to contribute to their community.
- Knowledge of basic adult learning and group work principles.
- Knowledge of science‑based prevention principles.
- Knowledge of cultural diversity sensitivity to service delivery.
- Knowledge of designing and delivering training to teens and adults.
- Computer proficiency, including Microsoft Outlook, Word, and Excel.
- Principles of community building and advocacy.
- At least two years of relevant experience.
- Valid driver’s license.
The position requires regular sitting, talking, and hearing; occasional standing and walking. Vision requirements include close and distance vision.

Educational RequirementsBachelor’s degree from an accredited college or university or 5 years relevant experience.

CompensationAnnual salary: $45,000–$52,000.
