Veterans Service Officer

The Town of Natick Community Services Department is actively seeking a highly motivated and qualified United States Veteran to fill the role of Veterans Service Officer. This position reports to the Community Services Director and is responsible for ensuring veterans receive the full range of benefits and support they have earned.

This position requires a highly organized individual with excellent administrative capabilities, including managing casework, maintaining detailed records, and adhering to state and federal guidelines. Strong computer proficiency is essential.

The Veterans Service Officer is responsible for the successful organization of key community observances including the Annual Memorial Day Parade and the Veterans Day Parade, and supervises one full‑time executive assistant.

Essential Functions
  • Outreach services to veterans, educating them on the benefits and services available.
  • Assists veterans in preparing applications for assistance; interviews veterans and dependents, directs them to appropriate services and agencies; makes determinations regarding aid based on eligibility and standards.
  • Reviews financial, employment, medical, and related conditions of veterans and dependents to determine extent of requested assistance.
  • Arranges aid for veterans through employment offices, schools, hospitals, and other agencies.
  • Represents veterans and dependents at hearings before appeal boards adjudicating aid and pension matters.
  • Takes applications for the Chapter 115 Veterans benefits program, determines eligibility, and submits applications for authorization to the state.
  • Assists veterans and dependents with preparation and follow‑up of applications and claims for State and Federal benefits, tracks progress of claims, and assists with appeals as needed.
  • Coordinates assistance efforts with other social service staff in the Town and other local, state, and federal agencies.
  • Serves as Burial Agent and Graves Registration Officer, securing burial allowances and grave markers, maintaining records, filing reports.
  • Coordinates, organizes, and participates in veteran observances, including Memorial Day and Veterans Day.
  • Purchases and coordinates the placement of over 4,000 veterans’ grave flags for cemeteries in Natick.
  • Prepares reports and administers the Veterans Services operation budget.
  • Uses computer software programs such as email and online submission sites for claims.
  • Attends seminars and training programs to maintain proficiency, stay current on legislation, and maintain certifications.
  • Attends meetings with local veteran organizations, often outside normal business hours.
Minimum Qualifications
  • Must be an honorably discharged U.S. Veteran as defined by state laws.
  • Education and experience equivalent to a high‑school diploma, or any combination of education, training and experience providing required knowledge, skills and abilities.
  • Two (2) years of experience in eligibility processing, document review, or a related field, and extensive knowledge of current laws, regulations, and community resources.
  • Associate’s degree in social services, human services, public or business administration is preferred.
  • Knowledge of veterans’ affairs and laws pertaining to the disabled population; training and experience in counseling or social services.
  • Experience in municipal management is preferred.
  • Successful completion of the Massachusetts Department of Veterans’ Services annual training certification exam within six months of appointment and annually thereafter.
  • Must complete Veterans Administration accreditation within one (1) year of appointment.
Knowledge, Abilities, and Skills
  • Knowledge of state and federal laws and regulations relating to financial assistance and benefits for veterans and dependents.
  • Knowledge of community and regional resources available to veterans.
  • Knowledge of best practices in organizational effectiveness, communications, and public relations.
  • Ability to establish and maintain financial and other records.
  • Ability to prioritize and carry out work independently.
  • Ability to use Google Suite, Google email, Microsoft Word, Excel, and VA software systems.
