Swansea Bay University Health Board

Swansea Bay University Health Board (formerly ABMU) was created on 1 April 2019 after responsibility for providing healthcare services in the Bridgend County Borough Council area passed from ABMU to the new Cwm Taf Morgannwg University Health Board. The Board covers a population of around 390,000 in the Neath Port Talbot and Swansea areas, employs approximately 12,500 staff and has a budget of around £1bn.

It operates three major hospitals—Morriston and Singleton in Swansea, and Neath Port Talbot Hospital in Baglan, Port Talbot—as well as a community hospital and primary care resource centres. Primary care independent contractors play an essential role in the care of our population and the Board commissions services from GPs, opticians, pharmacists and dentists across the area.

Job Overview

This is a fixed‑term/secondment position for 12 months due to funding. The role supports the Help Me Quit Smoking Cessation Service across NHS hospital trusts, maternity department and community settings in Swansea Bay. Responsibilities include providing specialist behavioural support and advice to smokers, both one‑to‑one and group settings, and recording patient information electronically.

We seek an enthusiastic, highly motivated individual with excellent interpersonal skills and experience of working with patients to enable positive behaviour change. The successful candidate should be a non‑smoker or someone who has stopped smoking for over a year, have excellent organisational skills, be comfortable using technology, and be willing to work flexible hours including evenings and Saturdays.

Responsibilities
  • Deliver smoking cessation behaviour support to clients on a one‑to‑one or group basis in line with evidence‑based guidelines.
  • Collaborate with individuals, local partners, stakeholders and health professionals (GP surgeries, pharmacies) to provide a seamless journey for patients across the Help Me Quit service.
  • Accurately record patient/service user information electronically throughout each day.
  • Actively promote the service and positively influence the actions of others.
Applicant Requirements

Access to vulnerable people requires a Disclosure and Barring Service check. Welsh language skills are desirable. The postholder must be a non‑smoker or have stopped smoking for over a year.

Person Specification

Essential Qualifications & Knowledge

  • Recognised professional qualification in health or social care (e.g., RGN, Diploma in Counselling, CQSW).
  • A degree in a relevant subject or equivalent level of previous experience.
  • Understanding of clinical governance systems and safeguarding policies.

Desirable Qualifications

  • Counselling qualification (e.g., Certificate in Counselling, WNB Counselling Skills).
  • Health Promotion qualification (e.g., Certificate, WNB Diploma, Open University).

Essential Experience

  • Experience providing client/patient centred services in a health or social care setting.
  • Experience of health education/one‑to‑one counselling on health issues.

Desirable Experience

  • Experience delivering specialist smoking cessation support to clients in a group setting.

Essential Aptitude and Abilities

  • Demonstrated adherence to SBU Values & Behaviours.
  • Organisational and time‑management skills.
  • IT literate, including Microsoft Office.
  • Record keeping – updating files on bespoke databases.
  • Good interpersonal skills.
  • Understanding of client confidentiality principles and practice.
  • Knowledge of health‑related behaviour change strategies.
  • Knowledge of local area.

Desirable Aptitude and Abilities

  • Welsh language skills (levels 1‑5 in understanding, speaking, reading and writing).
  • Ability to write reports and produce clear communication of performance data.
  • Knowledge of health promotion theories and approaches, particularly behaviour change.
  • Knowledge of smoking cessation guidelines, practice and wider tobacco control policy.
  • Experience using Quit Manager.

Other Essential Criteria

  • Satisfactory Enhanced DBS clearance including an Adults and Children’s Barred List check.
  • Ability to work independently to agreed objectives.
  • Willingness to work flexible hours including evenings and Saturdays.
  • Excellent communication skills.
  • Ability to positively influence the actions of others.
  • Non‑smoker or someone who has stopped for over a year.
