Satellite ATM System Implementation Manager
Location:
ESTEC, Noordwijk, Netherlands; ECSAT, Harwell, United Kingdom; CST, Toulouse, France;
Brussels, Belgium.
Description Satellite ATM System Implementation Manager in the Safety and Security from Space Programme Office, Systems, Strategic Programme Lines and Technology Department, Directorate of Connectivity and Secure Communications. The 4S (Space Systems for Safety and Security) Strategic Programme Line (SPL) focuses on next‑generation satellite communications solutions for governmental needs and critical infrastructure, emphasizing security, safety, resilience and sovereignty. The role requires expertise in aviation‑specific requirements and processes in addition to deep knowledge of space‑based communication and surveillance solutions.
Responsibilities Initiate, support and coordinate all ATM‑related work at the SPL level and for all aviation/ATM initiatives and projects pursued under 4S.
Report hierarchically to the 4S Strategic Programme Line Manager and Head of the Space Systems for Safety and Security Office; liaise with the 4S Implementation Manager and 4S System Architect.
Support major 4S projects, reporting functionally to the relevant project manager, focusing on areas of specific competence.
Support the Iris Global project:
Follow the evolution of the aviation regulatory environment and identify elements with potential impact on Iris Global.
Assist the Iris Project Manager in interfacing with aviation stakeholders such as regulatory and standardisation bodies, SESAR, EASA, EUROCONTROL and ICAO.
Ensure consistency between user needs and the end‑to‑end system of Iris Global and its evolutions.
Support specification and development of critical technologies for Iris Global.
Support Iris Global developments and demonstrations in the RPAS domain.
Identify critical development problems and assist in their resolution.
Contribute to Iris Global project reviews.
Other 4S‑related activities:
Support the 4S procurement process, including participation in tender evaluation boards.
Contribute to assessing and supporting individual industry‑proposed activities and projects, maximizing their impact on the 4S strategy.
Support 4S‑related project reviews as needed.
Define knowledge‑capture steps at the end of each activity and provide feedback for the roadmap.
Promote unit activities from a technical point of view by participating in conferences and supporting marketing campaigns.
Key responsibilities in the context of the SPL:
Liaise with the ATM ecosystem to fully understand current and future requirements for space‑based solutions, programmatic and technical definition of relevant solutions, and coordinate related development work with ATM milestones.
Conceptualise and develop satellite communication systems for air‑ground communication.
Work with industry to develop and validate CNS (communication, navigation and surveillance) systems in line with ICAO, EASA and CAA standards.
Ensure systems meet strict safety, security and performance standards, such as ATN OSI/IPS.
Interface with European aviation stakeholders, ensuring a smooth process of gathering requirements and translating feedback into clear guidelines for future space‑based solutions.
Technical competencies Demonstrated knowledge and experience in the European aviation ecosystem at the policy/operational or technical level.
Knowledge of ATM systems and experience in their design, validation and testing.
Experience in the design, development and validation of end‑to‑end complex satellite systems, preferably in telecommunications, detection, collection and processing of satellite RF/signals.
Familiarity with simulation tools, system engineering documentation and project management.
