Racing Events Division: The Racing Events Division is a law enforcement and regulatory agency with the responsibility to administer and enforce the laws and rules of the Colorado horse racing industry. This position will be provided with training and professional development in the technical expertise, guidance and support the Division requires to help meet its mission.

What we do:
  • Processing license applications and collecting fees.
  • Conducting background investigations of applicants.
  • Compliance and administrative investigations of a licensee that have been alleged to have violated statutes and regulations concerning various types of consumer/public harm.
  • Conducting investigations into unlicensed and criminal activities within Horse Racing. Conducting compliance inspections.
  • Providing educational services to the public.
A typical day of a Criminal Investigator IV:

This position is responsible for criminal, regulatory, and financial investigations related to the racing industry and its operations, as well as the enforcement of Colorado Division of Racing Regulations and Colorado Revised Statutes. Serves as an expert in licensing practices and requirements, conducting complex background checks and licensing investigations, and performing additional duties as assigned. This position will also perform duties that may not be present within this PD, as assigned by the appointing authority, manager, or supervisor.

Regulatory

Licensing Related Investigations
  • Conducts complex financial investigations and background checks in support of licensing application review and processing.
  • Performs detailed review and analysis of problematic applications, including renewals, changes of ownership, and initial license submissions.
  • Prepares comprehensive investigation reports to ensure accuracy, completeness, and compliance with applicable regulations.
  • Work leader, this position is responsible for training and lead the day-to-day activities of the Compliance Investigator Intern/Compliance Investigator Series but doesn't have full personnel management authority.
Regulatory Field Work and Inspections
  • Conduct investigations into violations of Racing Regulations, Colorado Revised Statutes (CRS), and applicable local laws as they pertain to the racing industry and licenses.
  • Carry out inspections and regulatory enforcement actions at racing-related facilities, including barns and OTBs, in accordance with HISA rules, regulations, and statutes.
  • Investigate complaints and reports of potential regulatory issues and provide information and assistance to licensees and businesses regarding compliance with regulatory and statutory requirements.
Criminal and Regulatory Enforcement/Investigations
  • Intervene when law enforcement action is necessary to maintain order and protect the public interest.
  • Provide on-site enforcement and security presence at racetracks and related facilities, including Off-Track Betting (OTB) locations.
  • Manage incidents and calls for assistance, delivering law enforcement and investigative services. Conduct investigations into potential violations of Racing Regulations, Colorado Revised Statutes (CRS), and applicable local laws involving the racing industry, licensees, and the public. Investigate complaints and reports of suspected criminal activity.
  • Provide education, guidance, and assistance to licensees and businesses on compliance with regulatory and statutory requirements.
