Deputy Executive Manager of Finance

Salary Range: $54,414.00 - $90,689.00

SummaryThis position is primarily responsible for the planning and administration of GBRA’s cash and investment positions to ensure preservation of principal, sufficient liquidity to meet ongoing business needs, and maximization of investment yields. In addition, the position will manage the debt portfolio, participate in debt planning discussions, and ensure timely payment of debt obligations. This position works closely with GBRA Finance leadership.
EssentialDuties And Responsibilities
- Administer cash, investment, and debt management programs to meet cash flow needs and investment objectives, and ensure compliance with federal and state laws, GBRA policies, and debt covenant requirements.
- Monitor the cash and investment position to meet investment policy and strategies, implementing plans to maximize returns while safeguarding principal and liquidity.
- Stay abreast of the economic climate, including financial market updates and economic data.
- Design, develop, maintain, and update cash flow forecast models and other analyses to position cash and investments optimally.
- Obtain quotes for investment purchases, perform yield analysis, and execute fund transfers.
- Monitor check exceptions against the positive pay file, provide bank processing directions, apply stop payment/void directions, and maintain bank supplies.
- Monitor and adjust collateral levels for assets on deposit with financial institutions.
- Prepare wire transfers or ACH payments to vendors and confirm payment instructions independently.
- Reconcile investment software, statements, and general ledger entries; prepare journal entries for cash and investment activity.
- Review bank fee reports monthly for accuracy, identifying efficiencies and negotiating fee reductions.
- Maintain and update investment software for compliance and reporting.
- Prepare cash and investment reports for monthly financial reports and other required intervals.
- Serve as designated Investment Officer of GBRA and complete required continuing education.
- Manage the debt portfolio, ensuring timely debt payments and compliance with bond covenants; maintain debt service schedules.
- Validate continuing disclosure reports for compliance with bond covenants.
- Participate in debt planning discussions for upcoming capital projects and update bond offering documents.
- Coordinate with arbitrage consultants for annual arbitrage calculations and reporting.
- Ensure compliance with laws, regulations, internal policies, and GBRA’s Investment Policy, including the Texas Public Funds Investment Act (PFIA) and Texas Public Funds Collateral Act (PFCA).
- Recommend changes to Investment Policy, Financial Practices & Strategies, and related guidance.
- Prepare schedules for the Annual Comprehensive Financial Report and Budget Binder.
- Establish and maintain positive relationships with internal departments, financial institutions, brokerage firms, and consultants; serve as primary contact for day‑to‑day activities.
- Serve as primary contact for investment and debt management software; lead system transitions and implementations.
- Ensure adequate internal controls to maintain separation of duties.
- Perform other duties as assigned.
- Knowledge and proficiency in cash and investment practices and strategies.
- Knowledge of debt management practices, including government tax‑exempt obligations.
- Knowledge of acceptable accounting standards, practices, and principles.
- Leadership skills, including coordinating with other Finance team members and divisions.
- Interpersonal skills to work independently, within a team, and with a diverse group at all organizational levels.
