The Roadway Inspector is responsible for inspecting the construction, reconstruction, maintenance, and repair of public roadways and related infrastructure. The incumbent ensures that all work performed complies with approved plans, specifications, safety standards, and applicable regulations. The position supports the delivery of safe, durable, and high-quality transportation infrastructure and performs related duties as required.
Key Responsibilities- Inspect roadway construction and maintenance projects to ensure that standards for materials, workmanship, and construction practices are met.
- Monitor and report on the progress of construction projects, ensuring work is performed in accordance with approved plans and specifications.
- Ensure compliance with specifications related to earthwork, including cuts, fills, slopes, ditches, and rock excavation.
- Inspect the installation and construction of storm sewers, sanitary sewers, catch basins, manholes, concrete headwalls, curbs, sidewalks, shoulders, guardrails, and traffic signage.
- Inspect fine grading and the construction of concrete, bituminous macadam, gravel, and bituminous concrete pavements, including spreading and rolling of stone materials.
- Verify that all construction work remains within permissible variations and allowable tolerances.
- Inspect materials prior to use and obtain laboratory approval; prohibit the use of materials found to be substandard or noncompliant.
- Collect and submit material samples for laboratory testing to determine size, weight, grading, and other required properties of stone, sand, and related materials.
- Evaluate roadway surfaces using straight‑edge tools and visual inspection to ensure proper ride quality and surface smoothness.
- Observe the use of tools, machinery, and vehicles to ensure safe operation and compliance with safety requirements.
- Maintain detailed records of material deliveries and application, including truck loads, gallonage, square yard coverage, application rates, material temperatures, and material sources.
- Maintain records of labor, materials, and equipment utilized on assigned projects.
- Prepare monthly payment estimates and quantities for contractor reimbursement.
- Observe work in progress to verify that construction procedures and materials conform to contract specifications.
- Discuss deviations from approved plans, specifications, or construction methods with contractors or construction supervisors to achieve compliance.
- Prepare daily inspection reports documenting work progress, materials used, compliance status, and field conditions.
- Prepare written reports and maintain accurate project files, records, and documentation.
- Assist with the coordination of snow removal operations as assigned.
- Learn and utilize electronic, manual, and computerized record‑keeping and information systems used by the agency or related units.
- Perform related duties as required.
- At least one (1) year of experience in roadway construction, reconstruction, or maintenance work.
- A valid New Jersey driver’s license is required only if operation of a vehicle is necessary to perform the essential duties of the position.
- Possession of a NICET Level II Certification, or the ability to obtain a NICET Level II Certification within one (1) year of appointment.
- Knowledge of methods, materials, tools, and equipment used in the construction, reconstruction, and maintenance of roadways.
- Knowledge of construction inspection practices and issues related to compliance with plans and specifications.
- Knowledge of procedures for obtaining and handling material samples for laboratory testing.
- Knowledge of methods used to compute quantities and work performed.
- Ability to read, interpret, and apply highway and bridge plans, specifications, and contract documents.
- Ability to assess general field conditions and determine quality of workmanship and materials.
- Ability to evaluate riding surface quality using straight‑edge tools and visual inspection.
- Ability to determine whether materials comply with specifications and take appropriate corrective action.
