Introduction

The Division of Air Quality monitors and regulates emissions to the air. It issues permits to construct and permits to operate air contaminant sources. It maintains emission inventories from business and industry. It develops the State’s implementation plan as required by the Clean Air Act. It adopts new regulations and supports enforcement of existing regulations, and it permits and inspects asbestos removal efforts.

Summary

Statement

This position prioritizes the workload of an engineering team responsible for permitting, compliance, and enforcement activities for air emission sources in Delaware. Permitting work requires the technical review of engineering designs. Compliance and enforcement activities require field work and problem solving. This position also collaborates with regional partners and the EPA.

Essential Functions
  • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.
Job Requirements
  • Possession of a valid Delaware Professional Engineering License or a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
  • Six months experience as a project engineer in Civil, Environmental, Mechanical, Chemical, Industrial which includes managing engineering programs and projects.
  • Knowledge of staff supervision acquired through course work, academic training, training provided through an employer, or performing as a lead worker overseeing the work of others; or supervising staff which may include planning, assigning, reviewing, and evaluating the work of others; or supervising through subordinate supervisors a group of professional, technical, and clerical employees.
