- Analyze requirements and establish plans for improving IT applications.
- Review existing and planned IT applications to determine current and future enhancement potential.
- Recommend adjustments to IT priorities based on organizational goals and cost‑benefit analysis.
- Develop project plans, identify problem areas, and evaluate alternative solutions.
- Serve as a plans and policy advisor to functional users of information technology.
- Maintain required information assurance certification per DoD 8570.01‑M, FISMA, Clinger‑Cohen Act.
- Plan and develop methods, procedures, policies, and techniques for telecommunication systems.
- Develop short‑ and long‑range planning documents for telecommunications systems.
- Ensure compliance with telecom policy direction.
- Implement IT and communications programs and special projects.
- Maintain documentation of authorized equipment and perform annual inventories.
- Conduct feasibility studies, economic analysis, and contract assistance.
- Participate in committees or planning groups concerning future systems.
- Attend meetings, present briefings, and resolve conflicts through discussion.
- Consult with base officials, working groups, customers, and other personnel on IT and communications concerns.
- Plan, schedule, and assign work to subordinates.
- Evaluate work performance and provide coaching and counseling.
- Interview candidates and recommend appointments, promotions, or reassignments.
- Resolve employee complaints and administer minor disciplinary actions.
- Identify training needs and develop performance standards.
- Conduct self‑inspection visits and resolve identified discrepancies.
- Perform any other duties as assigned.
- Must be a U.S. citizen.
- National Guard membership is required; if unsure, contact a recruiter prior to applying.

- Acceptance of an excepted service position constitutes concurrence with these requirements.

Experience:
- Experience managing functional work and leading personnel.
Substitution of education for specialized experience is not provided for the GS‑12 level.
