The State of Connecticut, Department of Transportation (CTDOT) is now accepting applications for a Rail Rolling Stock Program Officer (Transportation Rail Officer
2) opportunity within the Bureau of Public Transportation, Office of Rail Operations in New Haven, CT.
Full-time (40 hours/week) Monday-Friday. New Haven, CT. Part-time Telework MAY be approved after completion of initial working test period.
Position Responsibilities- Administer capital rail car and locomotive projects, including procurement, overhaul, and upgrade programs.
- Develop and implement rail car and locomotive procurement, overhaul, and upgrade programs.
- Manage projects through design, build, acceptance, and warranty phases.
- Oversee consultant firms providing engineering and inspection services.
- Draft, interpret, and coordinate contracts and agreements.
- Ensure compliance with federal and state requirements.
- Coordinate with agencies and private service providers operating under CTDOT contracts.
- Conduct analyses, prepare reports, and present findings to Bureau leadership and stakeholders.
- Seven (7) years of experience in a professional or technical capacity in a railroad or railroad related organization.
- One (1) year of the General Experience must have included responsibility for the planning and execution of large, complex rail transportation projects and/or programs.
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience up to a maximum of four (4) years for a Bachelor's degree.
- Possession of a technical or scientific degree such as Mechanical Engineering, Electrical Engineering, Engineering Technology, or Program Management.
- Experience with program management of complex technical projects, both large and small.
- Experience with diagnosing and troubleshooting technical problems.
- Experience with technical writing, including preparation of design specifications.
- Experience with functional understanding of large diesel engines.
- Experience with reading and interpreting schematics.
- Experience with analyzing and reviewing engineering reports, plans, and specifications.
- Experience with lifecycle maintenance, including predictive and preventive maintenance concepts.
- Experience with working independently as well as in team settings.
- Experience with completing tasks accurately and with attention to detail.
- Experience with successfully prioritizing and managing multiple tasks.
Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
Working ConditionsIncumbents in this class may be exposed to some danger of injury or physical harm from railroad or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
