PRIMARY JOB FUNCTIONThis is professional review and inspection work in securing the compliance with the municipal, state and federal regulations governing construction, alteration, repair and maintenance of buildings and/or structures, including their mechanical systems.
The position conducts plan reviews and oversees inspections for Building, Zoning, Accessibility HVAC, Electrical, Plumbing and other code requirements. Works independently and is responsible for independent decisions requiring technical judgment and knowledge.
Oversees the daily operations of the Building Division in the Community Development Department, including a Senior Administrative Assistant and third-party Building Inspector(s).
MAJOR DUTIES AND RESPONSIBILITIESReviews construction plans and coordinates their reviews by the Fire Protection District, Water and Engineering Departments, County, State and Federal agencies for all residential, commercial and industrial construction. Issues written plan reviews and issues permits for all disciplines as required.
Maintains daily review permit and inspection records. In addition, this position is responsible for the orderly management of all construction plans. Provides inspections in the process of construction, demolition, alteration, relocation or repair for compliance with fire, zoning, accessibility, building, mechanical, electrical, plumbing and other code requirements. Coordinates thorough final inspections prior to issuance of building occupancy to assure compliance with minimum life safety requirements and construction standards.
Reports violations and variation from adopted codes and approved plans including faulty and unsafe building, fire and mechanical construction. Remains updated on new construction materials, methods, appliances and systems. Responsible to administer the various conditions associated with projects approved and developed through the Village’s various development processes.
Assists in the development and management of the department budget, approves bills or budget adjustments. Responsible to assist in the management of the monthly reports and the Annual Report.
Responsible to oversee the daily review, permit and inspection operations of the Building Division. This includes making administrative decisions that may conflict with the various adopted codes. Responsible to oversee and promote the professional and courteous conduct of the Building Division during the review, permit and construction processes.
Other related duties as assigned.
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIESConsiderable knowledge of Zoning, Accessibility, Building, Fire, Energy, Mechanical, Electrical, and Plumbing codes, and the ability to interpret site, civil, structural, architectural, mechanical, construction plans and specifications and recognize deviations from such plans in the field.
General knowledge of the Village’s budgeting and report operations. Ability to establish and maintain cooperative relations at a professional level with building owners, professional designers, contractors, employees and the general public.
Ability to administer all applicable regulations with tact, firmness and impartiality and to effectively communicate on a professional level verbally and in writing.
REQUIRED EDUCATION AND/OR WORK EXPERIENCEGraduation from an accredited college or university with a degree in engineering, architecture, construction or related degree.
