Edgewater Technical Associates is seeking qualified candidates for a Project Controller opportunity in Eunice, NM at the Urenco USA (UUSA) National Enrichment Facility. UUSA, operated by Louisiana Energy Services LLC, is the only commercial enrichment facility operating in the US, and is located in Eunice, New Mexico.

Position Summary

The Project Controller will provide cost management, financial controls, and performance reporting support for multiple capital construction projects at Urenco’s Eunice, New Mexico facility. This role is highly cost‑focused and will play a critical role in ensuring projects are delivered within approved budgets while complying with stringent regulatory, safety, and quality requirements typical of a nuclear fuel‑cycle facility.

The ideal candidate has strong experience in construction cost control, earned value management, forecasting, and change control within large, regulated industrial environments.

Key Responsibilities

Cost Control & Financial Management

  • Develop, maintain, and monitor project cost baselines, budgets, and forecasts across multiple construction projects.
  • Track actual costs versus budget and forecast, identifying variances, trends, and risks.
  • Perform earned value management (EVM) analysis where applicable.
  • Support development of cost estimates, cash flow projections, and funding profiles.
  • Review contractor invoices, cost reports, and payment applications for accuracy and compliance.

Reporting & Analysis

  • Prepare and present regular cost reports, dashboards, and performance metrics for project and senior management.
  • Analyze cost performance drivers and recommend corrective actions.
  • Provide scenario and “what‑if” analysis to support project decision‑making.
  • Support monthly, quarterly, and annual financial reporting requirements.

Change & Risk Management

  • Support change management processes, including cost impact analysis for scope changes, claims, and contract modifications.
  • Maintain cost‑related risk and opportunity registers.
  • Assist in contingency planning and reserve management.

Schedule & Integration Support

  • Collaborate with project managers, schedulers, engineering, procurement, and construction teams to ensure cost and schedule alignment.
  • Support integrated cost/schedule reviews to identify potential impacts to project performance.

Compliance & Governance

  • Ensure cost control practices align with company policies, contract requirements, and regulatory expectations.
  • Maintain proper documentation, audit trails, and internal controls suitable for a nuclear‑regulated environment.
  • Support internal and external audits as required.
Required Qualifications
  • Bachelor’s degree in Finance, Accounting, Engineering, Construction Management, or a related field is preferred.
  • 5 to 20+ years of experience in project controls or cost control for construction or capital projects.
  • Strong knowledge of construction cost management principles, forecasting, and variance analysis.
  • Experience working with EPC contractors and reviewing contractor cost submissions.
  • Proficiency with project controls and financial tools (e.g., Primavera P6, SAP, Oracle, Eco Sys, or similar systems).
  • Advanced skills in Microsoft Excel and reporting tools.
  • Ability to work effectively in a highly regulated, safety‑focused industrial environment.
  • Experience supporting projects in nuclear, energy, chemical, or other highly regulated industrial facilities is preferred.
  • Familiarity with earned value management (EVM) methodologies.
  • Experience working on multi‑project capital programs is preferred.
  • Professional certification such as CCP, PMP, or similar is a plus.
  • Knowledge of DOE/NRC‑regulated environments or nuclear fuel cycle facilities is highly desirable.
