Position Overview /Duties

The Supervisory Natural Resource Management Specialist (GS‑0401‑12) will manage and administer the Operation, Maintenance, Park Management, and Resource Management programs for a multipurpose water resource project. The project’s purposes include flood risk management, fish and wildlife management, water control, water supply, and recreation. The position involves overseeing a variety of natural resource programs such as wildlife conservation, habitat management, recreation, and park administration while ensuring compliance with environmental regulations.

Duties
  • Recreational and Natural Resource Management:
    • Develop and implement programs in natural resource management including fish and wildlife, soil conservation, and vegetation management.
    • Manage the operation of recreation areas, including campgrounds, beaches, boat ramps, and trails.
    • Oversee the development of plans for environmental enhancement, erosion control, and pollution abatement.
  • Conservation of Natural Resources:
    • Supervise implementation of mitigation plans and conservation programs for habitat management, wildlife protection, and environmental stewardship.
    • Coordinate with federal, state, and local agencies to protect resources such as wetlands and endangered species.
    • Manage agricultural out‑grants and evaluate real‑estate actions for environmental impacts.
  • Project Planning and Administration:
    • Develop and execute Operational Management Plans (OMPs) and contribute to updates to master plans for the project.
    • Prepare, justify, and manage budgets for the project’s programs and facilities.
    • Oversee operation, maintenance, modification, and control of project facilities.
  • Public Relations and Visitor Services:
    • Coordinate public information and education programs to explain project purposes, conditions, and regulations.
    • Enforce Title 36 CFR and engage in law‑enforcement duties, including issuing citations and performing search and rescue operations.
  • Personnel Supervision:
    • Supervise and evaluate a team of park rangers, maintenance workers, and clerical staff.
    • Set performance standards, provide training, and ensure compliance with safety rules and environmental regulations.
  • Additional Responsibilities:
    • Ensure public safety and emergency preparedness, including the management of emergency situations related to water control and natural resources.
    • Manage safety programs and ensure compliance with safety regulations to protect both staff and visitors.
Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

Minimum Education Requirement

A degree in natural resource management, environmental science, wildlife biology, park management, or a closely related field is required.

Minimum Experience Requirement

At least one year of specialized experience at the GS‑11 level or higher in managing natural resource programs, park management, or related fields.

  • Demonstrated experience in resource conservation, environmental protection, public safety, and managing staff.
  • Experience in project management, including budget preparation, planning, and operational coordination for natural resource or recreation management programs.
