Qualifications: Must at least 18 years of age. Bachelor’s degree required. Real Estate license preferred, but not required. Must have minimum of 5 years’ related experience. Must possess computer skills in Microsoft Word, Excel, and PowerPoint, and ability to handle multiple projects, budget management and basic accounting. Strong skills necessary in verbal and written communication, public speaking and presentation, negotiation, organization, and problem-solving.
Must possess valid driver’s license and possess own transportation to travel, with mileage reimbursement, to various sites.
Job Purpose: Identifies and develops the physical space required for residential housing and day programs for people with developmental and other disabilities for Our House, Inc. and any other entities as time and resources permit. Identifies and secures appropriate funding. Serves as project manager to ensure that projects are successfully managed through to completion. Works directly with President & CEO, Chief Operating Officer, Board Committees and Residential and Day Staff for direction and approvals.
Essential Functions
- Following the Strategic Plan, work with appropriate administrative staff, board committees, State of New Jersey Division of Developmental Disabilities professionals and others to identify OHI housing needs. Establish goals and objectives to meet those needs with executive and board approval.
- Oversee the Maintenance Department employees, typically a team of 3-5. Delegate, coach, and train.
- Identify all possible funding sources including, but not limited to, various Federal Programs, various State programs including New Jersey Housing and Mortgage Finance Agency (NJHMFA), County and local/municipal funding sources and non-government capital sources. Prepare Community Development Block Grant (CDBG) applications. Provide information to the Our House Foundation so grants can be secured.
- Administer CDBG, including public bid process, and other grants. Provide information to the OH Foundation regarding expenditures and completion of grants.
- Responsible for working with Finance to develop and adhere to department and project budgets.
- Develop standard operating procedures and protocols for the maintenance staff. Ensure that the procedures and protocols are aligned with federal and state OSHA guidelines.
- Ensure that the Maintenance Department staff are adhering to OSHA guidelines and OHI safety procedures.
- Develop a training schedule for the maintenance staff. The schedule will include required trainings and additional training related to OHI maintenance staff needs.
- Schedule and oversee results of fire alarm, sprinkler and generator inspections.
- Seek appropriate ADA compliant sites working with realtors and local officials. Complete real estate transactions with executive and board approval and legal representatives.
- Administer/maintain/update maintenance request software program (currently Yardi Breeze).
- Obtain site approval from appropriate Division of Developmental Disabilities official(s) and NJHMFA as needed.
- Obtain required approvals and follow established budgets for all aspects of project completion. Negotiate effectively with all involved parties to ensure cost effectiveness.
- Coordinate project completion with maintenance staff, contractors, suppliers, inspectors, home furnishing purchases and administrative staff.
- Obtain required bids, review bids and award bid, based on the OHI purchasing policy and the policies or requirements of other funding sources.
- Obtain all necessary inspections, certifications and related for all OHI properties. Obtain Certificate of Occupancy for all properties.
- Select and purchase home and property items, including, but not limited to, or appliances and furniture.
- Continually communicate target dates with appropriate staff and committee members. Complete all required paperwork in a timely manner.
