Appraiser II

Position Summary:

Under the direction of the County Assessor, the Accredited Appraiser II is an experienced appraiser responsible for performing the full range of duties and responsibilities associated with the appraisal process in accordance with MN statutes and acceptable appraisal and assessment standards and practices. Positions at this level can perform appraisals of all types of property as assigned by the Assessor;

provide assistance in sales ratio studies; offer recommendations concerning department operational procedures; provide training, monitoring, assistance, and review of less experienced appraisal personnel and staff; and provide assistance in updating the CAMA system and in hearing and addressing concerns and complaints of the public regarding valuations.

Appraiser III

Position Summary:

Under the direction of the County Assessor, the Accredited Appraiser III assists with making decisions regarding valuing and classifying property for assessment purposes. The employee is assigned certain assessment jurisdictions including previously appraised properties and new construction. Commercial/industrial and apartment assessments are also assigned. Expectations include planning and organizing the workload to complete assessments within set deadlines with support from the Assessor.

They also will defend their valuations at tax meetings and counter, assist in other appraiser’s jurisdictions as needed, and occasionally participate in tax court appeal situations.

Responsibilities:
  • View and analyze up to 800 parcels per year across all property types (residential, agricultural, commercial/industrial, multi‑family, exempt).
  • Study and analyze sales information to determine assessment plans with the County Assessor.
  • Review time trend data from the Department of Revenue and advise on appeals if necessary.
  • View, measure, and grade new construction for various property types.
  • Verify homestead status and value and classify property for ad‑valorem tax purposes.
  • Attend Local Boards of Review and orally communicate with taxpayers, processing all applicable correspondence.
  • Perform special appraisals for disputed properties, generally for the Board of Review.
  • Process property splits, combinations, and new plats.
  • Assess mobile homes countywide.
  • Complete perimeter maps and township average reports for the Dept. of Revenue and adjoining counties.
  • Maintain good public relations with county staff, taxpayers, and business professionals.
  • Maintain thorough knowledge of Minnesota property tax laws and assessment programs.
  • Maintain appropriate level of education for licensure and continue to stay current with technology through ongoing training and regional workshops.
  • Keep skills in geospatial systems (CAMA, GIS) and assessor operations up to date.
  • Other duties as assigned or apparent, including answering questions, processing property tax applications and programs, hearing and addressing taxpayers’ concerns and complaints, reviewing private appraisals, assisting with property tax estimates, and explaining appraisal procedures and laws.
Education Requirements:
  • Associate degree in real estate, statistical analysis or business, plus 4‑years related experience for Appraiser II.
  • Associate degree plus 6‑years related experience for Appraiser III.
  • Equivalent combination of education, training, and experience acceptable for either level.
Additional Requirements:
  • 60 CEH’s to include Ethics and PACE course every four years (for both levels).
  • Background in computer use, including MS Word, Excel, GIS, and related software.
  • Strong interpersonal communication and public relations skills.
  • Ability to work under heavy workload and meet statutory deadlines with accuracy and strict attention to detail.
  • Physical ability to perform quintile and local sales within the district.
  • Valid driver’s license, current insurance, and reliable transportation.
  • Ongoing training to stay current with changing statutes and technology, and attendance at regional workshops.
