We currently have an opportunity for a Project Controls Manager to lead cost, schedule, and performance management on large‑scale infrastructure and heavy civil construction projects
, including transportation, utilities, and public works. This role is essential in ensuring projects are delivered safely, efficiently, on budget, and on schedule. The ideal candidate is a strategic thinker with strong analytical skills, deep knowledge of construction processes, and a proven ability to manage complex project control systems.
- Develop, implement, and maintain project controls systems for cost, schedule, forecasting, change management, risks and progress tracking.
- Oversee the preparation of detailed cost estimates, budgets, risks analysis and reporting (monthly, weekly, daily, …)
- Manage and update baseline schedules and critical path analyses using Primavera P6 or equivalent software.
- Monitor progress against established plans, identify variances, and support corrective actions.
- Lead earned value management (EVM) reporting and performance analysis.
- Work closely with project managers, engineers, and field personnel to provide accurate cost and schedule data.
- Prepare and deliver reports and presentations to senior management and external stakeholders.
- Support risk assessment and change management processes to mitigate cost and schedule impacts.
- Ensure all project controls documentation complies with company standards, client requirements, and contract specifications.
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field.
- Minimum 7+ years of experience in project controls or cost/schedule management for heavy civil or infrastructure projects (e.g., highways, bridges, rail, utilities, water/wastewater).
- Advanced proficiency in project controls software (e.g., Primavera P6, Oracle Unifier, MS Project, Excel, Power BI)
- Strong understanding of construction contracts, change orders, and field reporting.
- Excellent analytical and communication skills with a high attention to detail.
- Proven experience managing reporting requirements for public agencies or large capital programs is highly desirable.
- AACE Certified Cost Professional (CCP), Planning & Scheduling Professional (PSP), or PMP certification.
- Experience in earned value management (EVM) and data‑driven project performance reporting.
- Experience with major contract types (lump sum, GMP, design‑build, CM at‑risk).
- Ability to mentor and develop junior project controls staff.
- Strong collaboration skills with both office and field teams.
