Distinguishing Features of the ClassThe work involves responsibility for supervising and performing on‑site inspections of wastewater treatment and drainage facilities under construction for the Onondaga County Department of Water Environment Protection.
Under general supervision of the Wastewater Treatment Plant Construction Supervisor, an employee in this class supervises a small number of Wastewater Treatment Plant Construction Inspectors I and Engineering Inspectors I and performs detailed inspections of new wastewater treatment and drainage facilities, and related infrastructure, and renovation and repair work to existing systems. An employee in this class is responsible for the application of engineering principles in determining whether construction materials and methods are acceptable;
reviewing contractors and engineers claims for payment; reviewing, justifying and approving contract modifications and change orders; resolving complaints; accurately recording and maintaining pertinent field data; and rendering field decisions. An employee in this class is expected to develop and maintain complete and accurate records of construction progress and status, material, labor and equipment quantities, "as built" data, field conditions and all other information pertinent to the performance of contract construction.
Work is assigned by the Wastewater Treatment Plant Construction Supervisor and is left to the employee's initiative and discretion in completing assignments. Work is reviewed by review of reports and informal meetings to insure major aspects of a job are not omitted. Direct supervision is exercised over a small number of Wastewater Treatment Plant Construction Inspectors I and Engineering Inspectors I. Certain assignments made to employees in this class will require reasonable access to transportation to meet field work requirements made in the ordinary course of business in a timely and efficient manner.
Does related work as required.
Trains and supervises the work of a number of Wastewater Treatment Plant Construction Inspectors I and Engineering Inspectors I in the on‑site inspections of wastewater treatment and drainage facilities under construction.
Performs field surveys and measurements necessary to check the contractor's construction layout and to determine "as built" locations and dimensions.
Arranges and conducts job meetings on project related information and to review schedule to insure proper completion of job substitution of methods and equipment.
Prepares and justifies contract modifications and change orders and maintains files on each.
Reviews contractors and engineers claims for payment.
Determines the acceptability of materials, methods to be used and location of equipment to be used in project construction so that the project will comply with the contract plans and specifications.
Takes on‑site pre‑construction and progress photographs.
Responds to construction related complaints from homeowners and the general public and attempts to resolve same.
Writes and maintains detailed daily logs, reports and diaries reflecting project status, problems and progress.
Utilizes personal computer and a variety of construction management software programs, spreadsheets and databases for project management purposes.
Reviews subordinates' reports to insure proper performance.
Makes final inspections of wastewater treatment and drainage facilities upon completion of construction project.
Attends pre‑construction and job progress meetings with county officials, engineers, consulting and contracting personnel.
Performs some simple design and drafting functions for minor projects.
