Org. Setting and reporting

This position is located in the trust funds management section, office of programme planning, finance and budget (oppfb), department of management strategy, policy and compliance (dmspc). The associate finance and budget officer usually reports to the head of the unit or to a section chief. The trust funds management section is responsible for the financial management of voluntary contributions received and the use of these funds including global support to offices around the world.

The section prepares various financial reports including ipsas compliant financial statements, certified financial statements for donors and managerial reports related to trust funds and program support funds. This section supports the analysis of various accounts and monitors voluntary contributions cash flows. The section also provides support for interagency processes, including the undp service clearing account (sca) and funding arrangements for implementing partners (ips).

Responsibilities

Within delegated authority, the associate finance & budget officer will be responsible for the following duties: budget administration:
• prepares allotments/appropriations, including redeployment of funds when necessary, ensuring appropriate expenditures.
• monitors budget implementation and recommends reallocation of funds as necessary.
• monitors expenditures to ensure that they remain within authorized levels.
• reviews requisitions for goods and services to ensure (a) correct objects of expenditure have been charged, and (b) availability of funds.
• administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• assists in the preparation of budget performance submissions.
• reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
• assists in providing substantive support to intergovernmental and expert bodies. Finance :
• reviews, approves, reconciles and processes a range of accounting transactions on a regular and recurring basis.
• approves/confirms that proposed obligations or expenditures for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the financial regulations and rules of the un, relevant appropriations and staffing tables and corresponding approved allotments/appropriations.
• reviews and analyses suspense accounts during the year and prepares adjusting entries as required before preparation of financial statements.
• responsible for the issuance and control of petty cash funds, to ensure compliance with the un financial regulations and rules.
• assists with the preparation of cash-flow statements for multiple accounts on a monthly basis.
• reviews and evaluates financial reports from offices-away-from headquarters and peacekeeping missions with a view to identifying anomalies and unusual trends. Initiates corrective action.
• assists in the review and preparation of financial statements and reports.
• assists in ensuring that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• plans and works with systems units, in the installation and administration of accounting systems.
• researches and analyses information needed to respond to audit findings. General:
• keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with united nations policies and procedures;
• keeps up-to-date on current financial regulations/professional publications and accepted principles;
• performs other related duties, as assigned.
