Director, Grants Management & Revenue

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. The position supports youth and community services through contracts with a broad network of Community-Based Organizations (CBO) throughout New York City. The Director, working under the Senior Director of Grants Management & Revenue, will assist in managing over $250M in federal, state, and other revenue sources and lead a team of four Revenue Analysts.

Responsibilities
  • In the absence of the Senior Director, lead strategic and administrative departmental requirements.
  • Oversee Revenue Analysts to ensure accurate analysis of claims data, claim submissions and reports are processed timely based on established guidelines and oversight regulations.
  • Interpret and analyze State and Federal regulations and legislation to ensure that awards are appropriately allocated and budgeted.
  • Oversee and implement DYCD’s Capital Budget.
  • Act as a liaison to representatives of Federal and State government for grants management and auditing of said grants.
  • Present revenue reports before grant oversight bodies.
  • Prepare revenue reports for agency leadership that provide a snapshot of grant activities such as claiming and cash receipts management, audit updates/findings, and reports to oversight agencies.
  • In conjunction with the expense budget team, participate in annual agency‑wide revenue activities to close out fiscal years while maximizing revenues.
  • Manage performance evaluations, tasks and standards, attendance, time and leave, and all personnel related issues for all Revenue Analysts.
  • Complete ad‑hoc reports and special projects at the request of Senior Management.
Minimum Qualifications
  • For Assignment Level I (only physical, biological, and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological, or environmental science or in public health.
  • For Assignment Level II and above, candidates must have: a doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full‑time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or a master's degree with three years of responsible full‑time research experience in the appropriate field of specialization.
  • Education and/or experience equivalent to the above; however, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in Level II.
Preferred Skills
  • Excellent leadership, organizational and communication skills.
  • Demonstrated leadership and managerial skills, including managing teams and working with peers across the organization.
  • Deeply motivated, capable of making sound independent judgments, and adept at exercising appropriate discretion when interacting with diverse stakeholder.
  • Knowledge of the City’s Financial Management System (FMS), BOXI/Info Advantage, Passport, Power BI, and Excel.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
