POSSIBLE HYBRID WORKPLACE OPPORTUNITY
New York State Homes & Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase home ownership throughout New York State.
This position is on HCR's Housing Trust Fund Corporation (HTFC). HTFC is a public benefit corporation, and a Civil Service exam is not required for this position. Candidates must meet the minimum qualifications outlined below to be considered.

Job Summary:
Support the Fair and Equitable Housing Office by researching legal issues, developing policies, reviewing affirmative fair housing marketing submissions, and drafting legal and policy documents on fair housing matters.
Job Duties:
- Research legal issues and best practices, and draft legal and policy documents for the Director of the Fair and Equitable Housing Office, HCR's Executive Team, Board Members and Chamber on various fair and equitable housing issues and laws;
- Develop internal policies, procedures and best practices to ensure HCR's programs are satisfying fair housing requirements;
- Review affirmative fair housing marketing plans and perform self‑monitoring investigations to ensure housing developers are complying with fair housing laws;
- Coordinate with the Office of Legal Affairs and program staff on resolving fair housing complaints and issues;
- Conduct or arrange technical assistance on the Fair Housing Act's duty to affirmatively further fair housing;
- Create educational materials and provide trainings to improve understanding of fair housing laws for both an internal and external audience;
- Ensure HCR's compliance with all federal and state fair housing and civil rights laws, as well as Section 3 of the U.S. Housing and Urban Development Act;
- Attend and report on select statewide and national conferences and events on fair housing policy;
- Provide technical assistance and financial/performance reporting on fair housing testing programs carried out by the agency;
- Assist in preparing periodic reports to the state legislature on the state’s efforts to affirmatively further fair housing;
- Undertake special projects and assignments as assigned by Director and HCR's Executive Team;
- Occasional travel predominantly within New York.
Minimum Qualifications:
- Admission to the New York State Bar and two years of experience in the practice of law subsequent to admission to the Bar.
- Additional skills and experience to help further our mission and accomplishing the state's housing goals include housing and/or civil rights background, excellent analytical and legal writing skills, experience giving public presentations, and ability to establish effective working relationships with staff, outside attorneys and constituents.
