The New York City Department of Citywide Administrative Services (DCAS), Human Capital Line of Service, Bureau of Examinations, performs responsible work in the establishment of qualifications for civil service positions, as well as in the development, validation, rating and administration of competitive civil service examinations, and certification of lists of eligible applicants.

The Investigation Unit is responsible for conducting background investigations of candidates for City employment to ensure they are of good moral character and meet their respective minimum qualification requirements. Fingerprints are processed digitally to the New York State Division of Criminal Justice Services and the Federal Bureau of Investigation (FBI), and the results are then reviewed by the Investigations Unit. Candidates with the most serious criminal convictions and derogatory employment information are investigated directly by DCAS for appointment, including investigations before appointment.

The Bureau of Examinations is seeking to appoint one (1) Associate Investigator, Level 2, to serve as a Supervising Investigator within the Investigations Unit. The selected candidate's responsibilities will include, but not be limited to, the following:

Fingerprint Review and Evaluation

* Review NYS and FBI Fingerprint Response Summaries for newly hired City employees.

* Make determinations on whether a full background investigation is required or if the case can be closed based on fingerprint evaluations alone.

Criminal Record Verification

* Contact courts and law enforcement agencies to verify active warrants or retrieve missing / incomplete criminal data.

* Contact employees to clarify discrepancies in criminal history and to obtain written statements, if necessary.

Background Investigation Coordination

* Contact hiring agencies to request additional documentation needed to complete background investigations.

* Retrieve Comprehensive Personnel Documents (CPD-Bs) from the NYCAPS-E-Hire Database.

* Serve as liaison between DCAS Investigations and the NYC Transit Authority to track and obtain employee hiring documents.

Case Assignment and Supervision

* Assign cases requiring full background investigations to appropriate investigative staff.

* Supervise investigative staff and provide training to entry-level investigators.

* Manage, train, and guide investigative staff to enhance productivity and understanding of investigative procedures.

Investigative Operations and Reporting

* Conduct investigations to determine eligibility for hire list placement.

* Conduct the most complex investigations to determine candidates' eligibility for City employment, including recording data in PICTS and other databases.

* Prepare narrative investigative reports with findings, determinations, and recommended actions.

* Maintain Microsoft Excel spreadsheets with investigative statistics and provide monthly indicators to the Senior Director.

Liaison and Interagency Collaboration

* Serve as liaison to operating agencies conducting decentralized investigations, ensuring compliance with DCAS procedures.

* Interface with DCAS staff, other City, State, and Federal agencies, and private organizations to initiate and complete investigations.

* Conduct face-to-face and virtual interviews with candidates as part of the investigative process.

Legal and Special Assignments

* Testify at hearings and court proceedings, as needed.

* Conduct special investigations, as assigned.

* Perform research and prepare narrative reports for special projects and assignments directed by management or the Senior Director of Investigations.

General Duties

* Perform related duties as required in support of the Investigations Unit and DCAS operations.
