Overview

Oversee clinical and administrative operations for an outpatient substance use treatment program. Supervise substance use counselors, social workers, and peer advocates. Provide individual and group supervision to ensure that clinical and regulatory standards are met, and that the program’s services and documentation comply with OASAS, Joint Commission, Department of Health, and hospital standards. Ensure program's census is maintained at expected levels and coordinate intake process.

Lead the program’s interdisciplinary team meeting and coordinate care with the program’s psychiatrist, psychologist, and other staff.

Responsibilities
  • Coordinate day-to-day activities of program, including ensuring all patients are scheduled for clinical services as needed, all clinical and administrative standards are met, and patient concerns are addressed.
  • Ensure program is complaint with city, state and federal regulations, hospital and program policies and procedures. Liaison with OASAS, NYC DOHMH, HRA and other agencies as needed.
  • Supervise staff to ensure provide high quality clinical services. Provide clinical in-service trainings and individual/group supervision.
  • Coordinate referral and intake process to ensure prompt scheduling, accurate clinical evaluations, completion of all required documentation and effective engagement of patients in treatment.
  • Develop and oversee all clinical offerings within the program to ensure that high-quality clinical services are provided.
  • Complete evaluations of supervised staff. Train staff in relevant policies and initiate disciplinary processes when indicated.
  • Maintain staff coverage and monitor staffing problems, including staff attendance.
  • Manage incidents and conflicts among patients and staff ensuring all incidents are managed using de-escalation and conflict resolution strategies.
  • Ensure patient rights are maintained throughout the treatment process, including when discharge is recommended. Participate in fair hearings when required.
  • Organize and lead scheduled interdisciplinary team meetings to facilitate communication and ensure comprehensive patient care is provided in compliance with program regulations. Oversee counselor follow-up on team recommendations.
  • Hire new staff to ensure high-quality, well-trained treatment team.
  • Develop and implement orientation protocol for new staff.
  • Supervise required reporting to program leadership and regulatory agencies.
  • Provide coverage for other outpatient managers when needed, including risk assessments, intakes, supervisions, and other areas as required to maintain continuity of operations across sites.
  • Facilitate implementation of CQI program with program staff, including timely reporting of CQI indicators to CQI Committee. Coordinate collection of annual patient satisfaction data.
  • Conduct monthly chart reviews including utilization reviews and reviews of intakes, psychosocial assessments, treatment plans and discharge plans.
  • Create and maintain relationships with referral agencies throughout Montefiore Health System, legal system, HRA and others.
Requirements
  • Must be a Qualified Health Professional (QHP) and possess a license in Social Work (LMSW or LCSW), Mental Health Counseling (LMHC), Clinical Psychology or other clinical field.
  • Must be organized and able to work well independently and as part of collaborative team. Must possess the ability to communicate effectively orally and in writing.
  • Experience with electronic medical records programs and Excel required.
  • Substance use and psychiatric risk assessment required.
  • Clinical assessment, diagnosis and treatment of substance use, and psychiatric disorders required.
  • Knowledge of OASAS and Joint Commission standards for the treatment of substance use required.
