Purpose of PositionUnder the direction of the Director of Procurement, this role holds primary responsibility for directing the activities of the Procurement Planning and Systems Development Group, Procurement Buying Group, and Procurement Support Services Group. The incumbent will also develop and analyze procurement program planning, forecasting, budgeting, and process improvement, ensuring alignment with departmental and outside agency requirements.
Essential Duties and Responsibilities- Direct and coordinate the development of policies, programs, and operating procedures that facilitate procurement operations and staff services.
- Standardize procurement practices across health care settings.
- Analyze operational activities, identify imbalances, and recommend improvements to increase cost effectiveness.
- Oversee the Procurement Planning and Systems Development Group to achieve short‑ and long‑range goals.
- Recommend, plan, and program initiatives; review current systems and procedures for accuracy, adequacy, and automation potential.
- Develop new programs to support procurement growth and increasing responsibilities.
- Prepare proposals for system, policy, or procedural changes and, where appropriate, develop formats or write software solutions.
- Direct daily operations of the Procurement Information Processing Center, train and supervise staff, and produce operating procedures and training manuals.
- Periodically assess system capacity, recommend upgrades, and ensure adequate performance.
- Manage the Procurement Buying Group, reviewing work, making policy decisions, and administering buyer development programs.
- Coordinate activities of the Procurement Support Services Groups, including Clerical and Administrative Support functions such as bid package preparation, contract management, invoicing, and record maintenance.
- Develop and maintain specifications and standards for capital equipment and supplies, and collaborate with Product Development and Evaluation departments.
- Maintain vendor and manufacturer relationships, monitor product developments, and cooperate with external agencies for research and development projects.
- Bachelor’s degree in Business Administration, Computer Science, Management, or a related discipline and six (6) years of full‑time experience in information processing, program management, or systems development, with at least three (3) years in a managerial role.
- Master’s degree in a related discipline and five (5) years of experience, with at least one (1) managerial year.
- Or an equivalent combination of education and experience.
- Proven track record in managing complex indirect procurement within large, regulated organizations.
- Strong leadership, stakeholder influence, and cross‑functional collaboration skills.
- Exceptional analytical and communication abilities, with deep procurement, contract, and capital acquisition knowledge.
- Results‑driven mindset focused on operational excellence and continuous improvement.
- Advanced interpersonal, problem‑solving, and value‑creation skills.
- Experience in Business Indirect and Non‑Clinical Spend categories, Strategic Sourcing, Contract Negotiation, Vendor Management, KPI establishment, customer service, and data analytics.
