Principal Administrative Associate III – Leave of Absence Consultant
The Department of Social Services (DSS) comprises the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA provides essential benefits to New Yorkers in need, while DHS works to prevent and address homelessness. Human Resources Solutions (HRS) supports the human resources needs of DSS, HRA, and DHS through strategic partnership and collaboration, aiming to create an inclusive, motivated, and client‑centered workforce.
HRS Office of Benefits Administration is recruiting one (1) Principal Administrative Associate III to function as a Leave of Absence Consultant who will:
- Appropriately refer long‑term leave of absence cases to OSR’s Employee Discipline Unit, exercising judgment when employees do not comply with agency leave rules and monitoring cases, and promptly refer employees when necessary.
- Accurately process employees’ requests for long‑term leave of absence personnel transactions in NYCAPS; review documentation to determine eligibility, payroll program eligibility, and proper actions in NYCAPS; secure authorization from LOAU management prior to processing; utilize PMS, NYCAPS, City Time, WMS, HRA One Viewer, ERSUS, and the Employee Online Requests system.
- Prepare agency letters and memos for distribution to employees on long‑term leaves of absence and to other OSR divisions (e.g., Payroll, Timekeeping Administration).
- Interpret agency policies and procedures governing long‑term leave of absence and possess expertise to provide advisement and customer service to employees on leave.
- Liaise with city agencies and OSR divisions (e.g., DCAS, NYCAPS, Payroll Administration, Timekeeping Administration, Employee Discipline Unit, Office of Legal Affairs) to ensure data entry reflects correct leave and pay information, providing status updates and accurate information clearly, comprehensively, and concisely.
- Research, identify problems, and provide feedback, solutions, and recommendations to improve agency procedures; consult with DCAS and NYCAPS for policy clarification.
- Secure required documentation regarding employees requesting long‑term leave of absence, collaborating with Human Resources Business Partners and supervisors to resolve issues affecting efficient processing.
- Administer agency grants and programs such as the Special Extended Sick Leave with Pay (3.5) grant and the Dedicated Sick Leave Program in accordance with policy.
- Respond to requests for information regarding the long‑term leave of absence procedure or cases promptly and accurately.

Qualifications:
- A baccalaureate degree from an accredited college and three years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty.
- An associate degree or 60 semester credits from an accredited college and four years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.
- A four‑year high school diploma or its educational equivalent and five years of satisfactory full‑time progressively responsible clerical/administrative experience, including one year of the administrative supervisory experience described above.
- Education and/or experience equivalent to any of the options above. All candidates must possess the one year of administrative or supervisory experience as described in option one. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience) at a rate of 30 semester credits per 6 months of experience, up to a maximum of 3½ years.
