The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self‑sufficiency as quickly as possible.

Human Resources Solutions (HRS) supports the human resources needs of DSS, HRA, and DHS through strategic partnership and collaboration, creating an inclusive, motivated, and client‑centered workforce.

Recruitment Data Control Unit (RDC) processes all personnel requests/actions from program areas within DSS/HRA/DHS, including new hires, promotions, title changes, salary adjustments, reinstatements, and other transactions. RDC also creates Job Openings and Employee Transitions for approval.

Responsibilities
  • Process all personnel requests received from various program areas within HRA and DHS.
  • Review job data forms for new hires, enter data in NYCAPS, verify in Payroll Management System (PMS), and close the CPS record once action is verified.
  • Review internal promotional actions and prepare Employee Transitions (ETs) for OMB approval.
  • Create Job Openings in NYCAPS and keep CPS updated with the JO #.
  • Respond to inquiries and provide additional documentation to resolve discrepancies.
  • Submit NYCAPS tickets for error corrections, updates, bundled transactions, decrypting profiles, and promotion efforts that did not load.
  • Review Action Review Committee (ARC) reports and create virtual folders in HRTS for identified (non‑TCN) actions, forwarding to Scheduling.
  • Verify that all internal approvals have been obtained and CPS updated.
  • Extend shelf life of JOs in NYCAPS as assigned.
  • Review reports to ensure accuracy and completeness.
Minimum Qualifications
  • A baccalaureate degree from an accredited college and three years of progressively responsible clerical/administrative experience, including one year in an administrative or supervisory capacity.
  • An associate degree (or 60 semester credits) and four years of progressively responsible clerical/administrative experience, one year of which is supervisory as above.
  • A four‑year high school diploma (or equivalent) and five years of progressively responsible clerical/administrative experience, including one year of supervisory experience.
  • Education and/or experience equally qualifying; all candidates must possess the one year of supervisory experience. Higher education may substitute for general clerical experience at a rate of 30 semester credits for 6 months of experience, up to a maximum of 3½ years.
Residency Requirement

New York City residency is generally required within 90 days of appointment. City employees in certain titles with 2 continuous years of service may also be eligible to reside in specific surrounding counties. Discuss eligibility during the interview.
