job descriptionunder general supervision, with latitude for independent initiative and decision making, performs work of moderate difficulty in the procurement of goods, services and/or construction and in processing procurement documents and contracts for the staten island ferry. Confers with, advises and coordinates operational, technical and professional staff in the procurement process. Assists project managers with all administrative/non‑technical aspects of procurement and contract management during the life cycle of a project.
Performs related work.
- draft and assist in drafting procurement documents and forms.
- provide ongoing analysis of contracts and contract performance, including spending patterns, unit cost, or tracking of grant expenditures.
- provide recommendations, process contract amendments and participate in request for proposal (rfp) evaluation and provide technical assistance to program staff and contractors.
- collaborate with program staff to review and approve budget modifications and other contract changes.
- provide technical assistance to provider to ensure timely resolution of contract issues.
- develop financial spreadsheets and revenue forecasts.
- prepare special reports in response to requests from management.
- review and approve budget modifications; prepare ad hoc reports, and track budget expenditures.
- review and process invoices, including submission of payment packages and vouchers.
- ability to work independently in fast paced, high volume environments with tight time constraints.
- detail oriented and strong organizational skills.
- ppb rule familiarity.
- knowledge of fms3, passport and dmss.
- knowledge of the city’s m/wbe program.
- microsoft office knowledge including excel and access.

clericalassociate – 10251 minimum qualifications
- a four‑year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
- keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
