Overview
Supervisory Program Specialist (CYS) NF-03
This position is located at Stony Child Development Center, West Point, NY. It is a Mission and Weather Essential role within Morale Welfare and Recreation (MWR) Child and Youth Services (CYS).
Responsibilities- Serves as a CYS Supervisory Program Specialist with responsibility for supervising CYS direct care staff (minimum of 8 ratios of children in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth).
- Prepares work schedules to meet ratio and group size requirements. Provides program oversight and accountability. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing and that children are supervised at all times.
- Assists with recruitment and selection of caregiving staff utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards. Ensures timely submission of personnel actions.
- Assists directors and training specialist to plan, coordinate, and implement activities and special events that meet the physical, social, emotional and cognitive needs of children and youth.
- Acts as Assistant Director or Director in their absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings.
- Direct Deposit and Social Security Card is required.
- Meet qualification/eligibility/background requirements for this position.
- A one-year probationary period may be required.
- Satisfactorily complete an employment verification (E-Verify) check.
- Must be at least 18 years of age at the time of appointment.
- Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para 2 including a Child Care Tier 1 background investigation.
- The Crime Control Act must be successfully completed and maintained.
- Must have current health assessment documenting good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
- Satisfactory performance, successful completion of training requirements and demonstrated on-the-job competency is required. Travel to on- and off-post locations is required.
- May be subject to varying and/or rotating shifts including split shifts between 6:00 A.M. and 6:00 P.M., nights, weekends, and holidays.
- The dual compensation guidelines DO NOT apply to this position. GS and NAF employees holding FLEX positions are eligible to apply for this position.

- (QUALIFICATION
1) Successful completion of a bachelor’s degree or higher that included or was supplemented by major study (at least 24 semester hours) in fields appropriate to the position directly related to the position to be filled (general psychology/sociology courses are not qualifying).- For positions in Child Development Facilities: the education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other directly related fields.
- (QUALIFICATION
2) A combination of education and experience - 24 semester hours of applicable coursework plus relevant experience or additional coursework providing knowledge comparable to the above.
In addition to meeting one of the above qualifications, candidates must possess:
- Experience supervising or leading caregivers within child/youth facility-based programs.
- Experience managing a classroom setting within child and youth programs.
- Experience implementing and overseeing a structured child and youth program curriculum.
- Demonstrated verbal communication skills gained through training, presenting, or meetings with parents and/or staff.
Proof of education is required at the time of application. Education must be directly related to the position.

General Education courses do not count toward the credit total.
